The Mankang Village Authority, while lauding the Manipur government's humanitarian initiative of providing shelter to refugees from Myanmar along the India-Myanmar border in Tengnoupal district, strongly condemned the "insensitive attitude" shown towards Mangkang villagers who have been displaced due to the construction of refugee shelter at Mankang village by creating a fictitious village name Hoalenphai.
Speaking to mediapersons at the Manipur Press Club, Imphal, Mankang village chief N Nungchin appreciated the recent humanitarian initiative of the state government to shelter Myanmar refugees. However, the decision to shelter the refugees at a fictitious Haolenphai village without the knowledge and approval of the original village authority is condemnable, he said.

The village chief pointed out that the proposed fictitious Haolenphai village is originally Mankang (Mankang Khunthak) Moyon village having village code No 270730 under Moreh Block, Tengnoupal Sub Division.

Moreover, Haolenphai is a fictitious village without due process and is not recognised by the state government as per Manipur Gazette, Office Memorandum, from Secretariat, Revenue Department Order No 16/2/MISC/2008-Com (Rev) dated August 26, 2008 instructions regarding creation or recognition of villages, he added.
The chief informed that the original Mankang villagers are today internally displaced and continue to seek refuge at Kapaam village (Komlathabi) in Chandel district.
Stating that this long pending issue has been repeatedly apprised to successive state governments without any solution till date, he said the malafide intention of the then SDO concern to register Haolenphai village without due process needs to be investigated.
