The Manipur government has ordered to remove all illegal, unauthorised structures constructed on Government Khas lands and State lands adjoining the National Highways, State Roads, Inter Village Roads (IVRs), river banks and drains latest by last second week of July.
The Deputy Commissioners of Imphal East and Imphal West have also issued relevant orders regarding the same. It is believed that, the eviction drive is a follow-up of the floods in Imphal recently.
The latest order issued by Deputy Commissioner, Imphal East District, Khumanthem Diana Devi on Wednesday informed those concerned to vacate such illegal occupation latest by July 17.
It said that the move was taken in notice of the District Administration Imph East that illegal encroachments were found in several areas of the district.
Unauthorised structures are also seen erected/constructed along the National Highways, State Roads, Inter Village Roads (IVRs) and along the state land adjoining the rivers and drains, thereby, creating public inconveniences, traffic congestions, drainage issues, river bank breaches, etc, it mentioned.
It further warned that removal and eviction will be carried out by concerned authorities/ Magistrates/ Line Departments without further notice. It also solicited the support of the public towards the said drive.
Such illegal encroachments are in contravention of the legal provisions such as the Manipur Public Premises (Eviction of Unauthorised Occupants) Act, 1978 and other relevant Acts and Code such as the Bharatiya Nagarik Suraksha Sanhita, 2023, it mentioned.
The order is issued in exercise of the powers conferred under Section 15 (1) of MLR & LR Act, 1960 read with Sections 152 and 162 of the BNSS, 2023, it added.
Meanwhile, Deputy Commissioner Imphal West Th Kirankumar, in an order on Thursday, also ordered eviction/removal of illegal unauthorized structures and public nuisance along water channel/river course latest by July 21.
It noted that the recent incessant rain which occurred in the State of Manipur particularly in Imphal West District has resulted in flooding in many localities/Leikai/villages in the district a number of times.
It further mentioned the unauthorised occupancy by construction of structures in the form of houses/shops/sheds installation of water pump sets or other structures on permanent basis. earth filling, etc along the river course/ catchment area belonging to the state along channels/rivers.
Such illegal occupation are seen along Waisel Maril under Imphal West District; Turel Amanbi from Singjamei to Langthabal; Naga Turel under Imphal West DistrictDistrict; Chandranadi and Mera Khong under Imphal West District, thereby, obstructing the natural flow of water and accelerating flooding in many localities/Leikai/villages. It stressed the need for the same to be evicted/removed on priority basis to prevent further flooding of the adjoining localities/villages on one hand and protection of river banks on the other.
It further stated that the cost of dismantling/removal of such structures shall be charged from the encroachers wherever applicable.
The order is issued in exercise of the powers conferred upon under Section 3 of Manipur Public Premises (Eviction of Unauthoris. Occupants) Act, 1978 in respect of Municipal areas and Section 15(1) of MLR & LR Act, 1960 read with Sections 152 and 162 of the BNSS, 2023, it mentioned.
On the other hand the government has also ordered eviction of encroachers over the State land along the 74 roads within Imphal West district.
According to the latest notice issued by Additional Deputy Commissioner, Imphal West District, Shamin Ahmad Shah on Wednesday, directives were given to the Sub-divisional Officers, Lamphel/Patsoi/Wangoi to take up necessary action for eviction of the encroachers and remove the unauthorised structures constructed over such land within their jurisdiction and notified them to submit the taken report when done with.
