According to the FIR, the Meitei Leepun chief has been charged with “criminal conspiracy, promoting enmity between different groups on the grounds of religion, race, place of birth, residence, language, etc. and committing acts prejudicial to maintenance of harmony, intentional insult with intent to provoke breach of peace, public mischief, criminal intimidation with common intention”.

The KSO also mentioned Pramot Singh's comment in an interview given by the Meitei Lepun chief to journalist Karan Thapar of ‘The Wire’ on June 7, that “Kukis are outsiders who are not indigenous to Manipur”.

The violence in Manipur has claimed nearly 150 lives, injured hundreds of others, and rendered over 60,000 people homeless and displaced so far, as the unrest continues unabated despite the deployment of thousands of security personnel in the vulnerable areas of the state.
