The Manipur government on Thursday suspended Head constable of Churachandpur district police, Siamlalpaul, from his service with immediate effect and until further orders in connection with a video which went viral on social media.
Soon after the suspension order was issued, a huge mob gathered and vandalised the offices of the SP and DC in Churachandpur town. The offices were also set on fire.
The order issued by Churachandpur SP, Shivanand Surve, stated that the move was taken following the recent viral video which surfaced on social media showing the head constable making a video with armed miscreants sitting together with village volunteers on Wednesday.
The order stated that the same tantamount to very grave misconduct, being a member of a disciplined police force. The suspension was carried out under Rule 66 Part 3 of Assam Police Manual (APM), it stated.
It also mentioned that a departmental enquiry under the said Rule is being contemplated against him.
During the period under which the order remains in force, the Headquarter of Head constable Siamlalpaul shall be the reserve line, DHQ Churachandpur and he shall not leave the station without prior permission of the SP, the order stated.
It further mentioned that his pay and allowances is restricted to the subsistence allowances admissible as per the Rules.
Meanwhile, the state government has suspended as many as 7 IRB personnel in connection with looting of arms and ammunition from 5th IRB Battalion headquarters, Chingarel, Imphal East on Tuesday.
Commandant of 5th IRB, Chingarel, Imphal East, H Balram Singh in an order said the seven personnel of 5th IRB namely JC No 671 K Binoy Singh; Hav 55764 Kh Kaba Liangmei; Rfm 1194437 Ng Sanatomba Singh; Rfm 15007265 M Binod Kumar; Rfm 15007596 D Ishak; Rfm 15007656 Md Jabar Khan and Rfm 15007220 Manoj Kumar Bhattarai have been suspended with immediate effect and until further order.
The same is carried out under Rule 66 of Assam Police Manual Part-3, it said. It also stated that a disciplinary proceeding is being contemplated against them for their grave negligence and dereliction of duties in connection with the incident.
The order further stated that during the period of suspension their headquarters will be 5th IRB Bn HQ, Chingarel and they will not leave their headquarters without obtaining the prior permission of commandant. They will be entitled subsistence allowances as admissible under the rules during the period of their suspension, it mentioned.
