Manipur: Unauthorised structures along rivers, channels to be removed

Illegal occupation of Government Khas lands and State lands adjoining the National Highways, State Roads, Inter Village Roads (IVRs) and drains should be vacated by the encroachers latest by July 21, an order stated.

Deputy commissioner, Imphal West Th Kirankumar on Thursday issued an order for removal of illegal, unauthorised structures and public nuisance and eviction of their occupants along water channels and river courses.

The unauthorised occupancy by construction of structures in the form of houses, shops, sheds, installation of water pump sets or other structures on permanent basis, earth filling. etc along the river courses, catchment areas belonging to the state along water channels and river courses have obstructed the natural flow of water and has accelerated flooding in many localities, leikais and villages, stated an order.

Such unauthorised occupancy by construction of structures along Waisel Maril under Imphal West, Turel Amanbi from Singjamei to Langthabal, Naga Turel under Imphal West,Chandranadi and Mera Khong under Imphal West need to be evicted and removed on priority basis to prevent further flooding of the adjoining localities and villages on one hand and protection of river banks on the other hand, it stated.

It mentioned that such illegal occupation of Government Khas lands and State lands adjoining the National Highways, State Roads, Inter Village Roads (IVRs) and drains shall be vacated by the encroachers latest by July 21, failing which removal and eviction will be carried out by authorities, magistrates, line departments concerned without further notice.

The cost of dismantling/removal of such structures shall be charged from such encroachers wherever applicable, it stated.

The order is issued in exercise of the powers conferred under Section 3 of Manipur Public Premises (Eviction of Unauthorised Occupants) Act, 1978 in respect of Municipal areas and Section 15(1) of MLR & LR Act, 1960 read with Sections 152 and 162 of the BNSS, 2023, it stated.

The recent incessant rain which occurred in Manipur particularly in Imphal West has resulted in flooding in many localities/Leikai/villages in the district a number of times, it added.
