The All Manipur PHED workers and Employees association has demanded regularisation of casual, muster roll, work-charged PHED employees and dispersal of salary for casual employees.
PHED is reeling under pressure due to shortage of regular employees, association president Sapam Samungou Singh told medoapersons at the Manipur Press Club, Imphal.
Samungou recounted that ever since the department’s inception in 1978, employees recruited on muster roll and casual had been promoted to work charged and eventually regularized under specific policies. But since the year 2000, such policies stopped with the government keeping zero records of skilled and unskilled workers in the department, he added.
“The department is responsible for providing and treating potable water; therefore, iit is included in the Manipur State essential service maintenance act 1976 and act 1984,” he said.
He maintained that the shortage of staff had contributed to failures in maintaining proper water pipelines and checking leakages. Since manpower is short there is no room for maintenance, he added.
He reiterated the association’s demand for regularization and urged authorities concerned to recruit required staff for smooth operation of the department.
