Manipur: No disbursement of wages during 72 hours to poll day

No wages and other benefits to be disbursed to the beneficiaries in Kangpokpi district under any government scheme within from 4 pm of April 16 till the completion of poll.

Office of the District Magistrate, District Election Officer Kangpokpi District, has notified all the concerned Departments of Government of Manipur and Government of India that no wages and other benefits should be disbursed to the beneficiaries in the district under any government scheme within 72 hours of the day of poll that is from 4 pm of April 16 till the completion of poll.

The latest order issued by the District Election Officer, Kangpokpi District, Mahesh Chaudhari on Monday said that the same is issued in line with the para No. 6 of SOP for last 72 hours edition No. 2 published by Election Commission of India, wherein areas of Special focus for expenditure monitoring is highlighted.

The para 6.6 of the SOP states that no wages and other benefits should be disbursed under Government Scheme within 72 hours of the day of poll, it stated.

Another order issued by the District Election Officer also informed that there will be strict prohibition of sale of liquor and other substances within the polling areas of Kangpokpi District from 4 pm of the April 17 till the completion of poll for ensuring a free and fair conduct of election.

The order is issued in view of statutory provision as given in section 135C of Representation of Peoples Act, 1951 and as per schedule of polling hours fixed by the Election Commission of India, it asserted.

According to Section 135C of Representation of Peoples Act, 1951, no spirituous, fermented or intoxicating liquor or other substances of like nature shall be sold, given or distribution at hotel, eating house, tavern shop or any other places, public or private, within a Polling area during the period of 48 hours ending with the hour fixed for the conclusion of poll for any election in that polling area.

It mentioned that the restriction of sale of liquor and other substances will also be implemented on the day of counting on June 4.

It further noted that the Election Commission of India has fixed the polling hours from 7:00 am to 4 pm of the Poll day on April 19 for 3 Assembly Segments of 2- Outer Manipur (ST) Parliamentary Constituency namely 46-Saikul (ST), 50- Kangpokpi and 51- Saitu (ST) of Kangpokpi District.
