In a move to integrate district climate change sensitive actions into the SAPCC version 2 (2020-2030) aligning with district environment plans, sustainable development goals, and nationally determined contributions, a consultative workshop on finalisation of the state action plan on climate change was held at Hotel Classic Grande, Chingmeirong on Saturday.
The draft report on the Manipur State Action Plan on Climate Change, version 2, covering sectors like agriculture and its allied sector, water resource, forest resource, health, is likely to be published soon, the government said.
According to Joint Director T Brajakumar, the state authority is planning to revise the existing SAPCC into SAPCC version 2, considering the ongoing changes in climate. Altogether 22 state line departments, 42 resource persons from the state were consulted on eight different thematic sectors including agriculture to make 36 strategies and 96 actions while formalizing the SAPCC in 2013.
Final input on strategies and action plan for Manipur State Action Plan on Climate Change (SAPCC) version 2 (2021-2030) on four sectors namely, forest and biodiversity, water resources, health, and agriculture and its allies is being discussed with heads and nodal officers from concerned departments and agencies.
Subject experts and scholars from Manipur University, Central Agriculture University, NIT-Manipur, ICAR, Manipur attended the consultation programme.
A special talk on Global Climate Change Policy-downscale at the sub-national level by professor NH Ravindranath from IISc, Bangalore was held.
In his talk, he said Manipur should be proactive with proposals and seek finance for mitigation and adaptation plans. Manipur should seek funding from World Bank, ADB, kFw, etc. Manipur should prepare vulnerability and risk maps at district, block-level and identify the most vulnerable communities and seek funding for adaptation. He also suggested that Manipur can seek dedicated support for advanced technologies from the West and Japan.
He suggested setting up a Manipur center for climate change and also preparing Manipur’s adaptation plan.
In connection with the health sector in SAPCC version, 2, a presentation on climate change vulnerability assessment on human health in Manipur was given by Indu K Murthy, principal research scientist, Centre for Study of Science, Technology and Policy (CSTEP), Bangalore.
In a closing remark, eminent economist N Mohendro suggested for sector-wise isolated discussion of every sector with concerned departments and agencies.
The consultation workshop was chaired by chairman of State Level Expert Appraisal Committee, E Bijoy; chairman of State Level Environment Impact Assessment Authority, E Jadu.
