Manipur government takes over JNIMS, society dissolved

Jawaharlal Nehru Institute of Medical Sciences (JNIMS) has 576 beds which include 526 teaching beds and 50 non-teaching beds and the institute has 22 departments.

In a prelude to establishment of the Medical Education Directorate, the Manipur government on Friday notified the order of taking over of “Jawaharlal Nehru Institute of Medical Sciences, Porompat” as Government Medical College under the state Health Department.

The order issued by Pradeep Kumar Jha, Commissioner cum Secretary (Health & FW), Government of Manipur, stated that all existing property, both movable and immovable, including financial assets of JNIMS, including its claims and liabilities, shall be taken over by the Government of Manipur on as is where is basis.

As per the order, the take-over took place following a state cabinet in its meeting held on July 8, 2022 which had given “In-Principle Approval” for giving assent of the Government for dissolution of JNIMS Society and also for taking over the management of Jawaharlal Nehru Institute of Medical Sciences (JNIMS).

The state Cabinet had earlier adopted a decision to establish a Directorate of Medical Education in principle.

It further stated that the 29th Governing Council of JNIMS Society, in its meeting held on April 20, 2023 resolved to dissolve the JNIMS society by a majority of more than three- fifth of the council; that an administrative approval of the resolution of JNIMS society was accorded and intimated to Registrar of Societies, Manipur for dissolution under section 25 of the Manipur Society Registration Act 1989.

Moreover, the Registrar of Societies, Manipur confirmed the dissolution of “Jawaharlal Nehru Institute of Medical Sciences” under section 25(5) of Manipur Societies Registration Act, 1989 and cancelled the registration of “Jawaharlal Institute of Medical Sciences”, bearing registration no. 312/M/SR/2007, under Rule No. 33(5) of the Manipur Societies Registration, the order stated for the takeover of JNIMS.

“Now therefore, the Governor of Manipur is pleased to order taking over of “Jawaharlal Nehru Institute of Medical Sciences, Porompat” as Government Medical College under State Health Department,” the order stated, adding that “all existing property, both movable and immovable, including financial assets of JNIMS including its claims and liabilities, shall be taken over by the Government of Manipur on as is where is basis”.

Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Porompat was started as a project of the Government of Manipur to facilitate increased patient care services and to increase the number of doctors for providing better health care for the state.

The Institute was permitted to admit 100 MBBS students from the academic session 2010-11 vide letter No. MCI No. 34(41)/2010-Mci/907 dated July 17, 2010. It was recognised as a full fledged Medical College vide Notification No. U.12012/224/2015-ME(P-II) issued by the Ministry of Health & Family Welfare, Govt. of India dated April 17, 2015. Further, the Government of India has granted Letter of Permission (LOP) to start Postgraduate courses in 12 different subjects.

In order to give relative freedom to the administrative process a Society was formed on December 18, 2007.
