Manipur government reconstitutes Anti-Corruption Cell, to initiate action within 24 hours of complaint

As per an order from the Secretariat: Vigilance and Anti-Corruption Department issued by Dr. Rajesh Kumar, Chief Secretary, Government of Manipur, the Officer-in-charge of this ‘Anti-Corruption Cell’ will be an officer, not below the rank of a Joint Secretary to the State Government.

The Governor of Manipur has re-constituted the ‘Anti-Corruption Cell in the Office of the Chief Minister, Manipur to receive and act on complaints against public servants, received from the general public.

As per an order from the Secretariat: Vigilance and Anti-Corruption Department issued by Dr. Rajesh Kumar, Chief Secretary, Government of Manipur the Officer-in-charge of this ‘Anti-Corruption Cell’ will be an officer, not below the rank of a Joint Secretary to the State Government.

The Officer-in-charge of the ‘Anti-Corruption Cell will be assisted by 2 (two) officers – one not below the rank of Deputy Secretary to the State Government, and the other not below the rank of Additional Superintendent of Police, the order stated.

This officer of the rank of Additional Superintendent of Police and above shall be attached to the ‘Anti-Corruption Cell’ from the Vigilance & Department and the Government can attach officials and staff from any Department, from time to time, to assist the ‘Anti-Corruption Cell’, the order stated.

The order by the Chief Secretary also stated that the main responsibility of the ‘Anti-Corruption Cell’ will be to receive complaints of corruption against public servants, from the general public. These complaints can be through phone call, messages, written complaint, through the ‘CM da Haisi’ platform, etc., it added.

The ‘Anti-Corruption Cell’, upon receipt of the complaint, will examine the complaint and upon examination, it may decide to gather additional details and information from the complainant or other sources or if the complaint is deemed actionable, then the matter may be referred to the Vigilance & Anti-Corruption Department or any Competent Authority for appropriate action, the Chief Secretary stated. The ‘Anti-Corruption Cell’ shall deal with the complaints received, as per the guidelines issued by the Central Vigilance Commission, from time to time, the order added.

The Vigilance & Anti-Corruption Department or the Competent Authority, upon receipt of the complaint from the ‘Anti-Corruption Cell’ will initiate necessary action within 24 hours, the order stated.

It maintained that the Cell will maintain proper records of all complaints received and action taken on each complaint, and submit regular reports to the Principal Secretary/ Secretary to the Chief Minister.
Further orders, as per necessity, will be issued from time to time, for the smooth functioning of the ‘Anti-Corruption Cell’, the order stated.
