Manipur government mulls disciplinary action against errant employees

Arriving late, leaving early becoming a norm in Manipur Secretariat.

Stating that many government employees are habitually late for attendance while leaving early from office, the Manipur government has said that shall acts are shall be viewed seriously and disciplinary action may be initiated against such a government servant under CCS(Conduct) Rules, 1964.

In an office memorandum dated December 7, 2023 under the subject “Aadhaar Enabled Biometric Attendance System (AEBAS) for attendance of all government employees of Manipur”, chief secretary Vineet Joshi stated that, a recent review of parking of attendance over AEBAS of government employees working in Manipur Secretariat, Babupara, Imphal, observed that a large number of government employees posted across sections/departments, despite being registered and active over AEBAS, are not marking their attendance using the system.

Many government employees are not using AEBAS for marking attendance, the memorandum stated.

Most of the employees are marking their attendance after 10 am and many are leaving before office closing hours, it stated, adding that from the footage of the CCTV Cameras place at various locations of Manipur Secretariat premises it has been noticed that some employees are regularly indulging in marking attendance and leave the premises without even entering their respective room/working place and return back in office closing time for marking AEBAS.

Taking a serious view, it is informed to all the employees working at Manipur Secretariat. who are not marking attendance on AEBAS shall mark their attendance using AEBAS only, the memorandum from the CS said.

GAD and DIT shall ensure that biometric machines remain functional at all the times and DIT shall submit monthly AEBAS attendance indicating time report before 5th of every month to the deputy secretary. GAD to ensure punctuality, late attendance, etc., the memorandum stated.

Habitual late attendance and early leaving of office shall be viewed seriously and disciplinary action may be initiated against such a government servant under CCS(Conduct) Rules, 1964, the CS said.

It then directed all the government employees and the concemed to adhere to the aforementioned instructions.
