The government on Thursday created a new post OSD (Home) and shifted DGP P Doungel to the new post and appointed Rajiv Singh, replacing the former as the new Director General of Police, Manipur and Head of Police Force, Manipur.
The government issued the new transfer and posting order on Thursday even as the state is struggling to control the crisis that has worsened since the eruption of ethnic violence in the state on May 3-4.
Rajiv Singh (IPS, 1993) will take charge as DGP, Manipur, immediately upon joining the state government, as per the order issued by the Manipur government.
The new order comes a day after the legal fraternity in the state staged a demonstration demanding legal action against top police officials in Manipur as the crisis in the state deepened despite heavy deployment of central forces and the visits of the Army chief and the Union home minister to review the situation.

The Manipur legal fraternity staged a demonstration under the banner of the All Manipur Bar Association (AMBA) ouside the Cheirap Court Complex in Imphal, demanding justice for all and the restoration of peace.
Amid the protest, retired judge A Noutuneshwari vehemently called on the state government to take swift legal action against the Director General of Police (DGP) Manipur and the Additional Director General of Police (ADGP) in charge of law and order.
Noutuneshwari, who is now practicing as a lawyer at the Manipur High Court after her retirement, has attributed the ongoing crisis in the state to a significant lapse in security and intelligence which as also admitted by the chief minister earlier.
