The Manipur Pradesh Congress Committee (MPCC) on Wednesday warned of legal proceedings against the state government for issuing recruitment notifications of Group C and D category independently by the department concerned defying the Manipur Staff Selection Commission Act 2022 and the Manipur Staff Selection Commission Rule 2022.
As per the Act and rule, any appointment under Group C and D category should be conducted by a commission, said Rabi Khan, spokesperson of MPCC while addressing the media at Congress Bhawan in Imphal. Unfortunately, due to non-appointment of the chairperson and members of the commission, the recruitment is done by the concerned department, he added.
“Unable to implement the Act and rule passed by the so-called Double Engine government clearly shows their level of weakness,” he said.
The spokesperson pointed out that the Fire Service department had issued notification for appointment of 122 posts on December 8, 2022. Likewise, the Department of Education (S) issued notification on October 17, 2022 for appointment of 1,000 primary teachers and another 449 post of Hindi primary teachers on October 15, 2021; DGP issued notification of appointment of 136 personnel on October 17, 2022 and the Health Services issued notification on October 17, 2022 for 300 staff nurses, Khan added.
Stating that the purpose of the commission is to root out the culture of corruption from the soil of the state, he said, “Recruitment through the commission is the only hope of the weaker sections and the poor to get white collar job”.
Considering the importance of the commission for legitimate and transparent job recruitment, he appealed to the state government to make the commission fully functional by appointing chairpersons and members.
Due to the fear of intimidation, many bonafide law-abiding citizens are unable to raise their voice against the state government in this regard, he said, adding that MPCC is acting as a voice of the public being a responsible political party.
The state government should consider this demand as a demand made by the public and not by an opposition party and act in the public interest to make Manipur a corruption free state, he added.
Seeking clarification from the state government regarding the purpose of the five recruitment notifications issued by different departments without assigning the process of interview through the commission, he said MPCC will be compelled to approach the High Court of Manipur for kind intervention in the interest of the unemployed youths, of the government failed to clarify the matter.
Earlier on December 20, 2022, the spokesperson, who is also an advocate, had already issued a legal notice to the chief secretary in respect of the five recruitment notifications, however he has not received any clarification till date from the chief secretary.
