Make 1951 base year to mark out indigenes under ILP regulations: JCILPS

JCILPS convenor Phulindro Konsam emphasised the need to identify and track the number of illegal Myanmar infiltrators who have entered Manipur because of the junta rule.

The Joint Committee on Inner Line Permit System (JCILPS) on Friday demanded authorities concerned to make 1951 the cut-off base year to mark out indigenous people according to the provisions under Manipur Inner Line Permit Regulation and work out measures to implement NRC during the Monsoon sitting of the State Assembly.

JCILPS stressed the need to make ILPS more effective and urged authorities to amend the regulation and make it more powerful.

Speaking to media at the JCILPS office, Imphal, JCILPS convenor Phulindro Konsam recalled that ILPS was implemented in Manipur after an immense struggle of the people but stated that the implementation had been lacklustre.

“ILP in Manipur is lifeless with no strict measures to properly monitor the influx of migrants into the state; amid this concern, the 2022 cabinet decision to make 1961 the cut-off base year was uncalled for and against the wishes of the Manipuri people,” he said.

As such, he demanded all MLAs to unanimously correct the base year to 1951 and add further amendments to make it more powerful.

He further questioned if the authorities were strictly maintaining the current ILP provisions and renewing the permits within a stipulated time.

On the other hand, he emphasised the need to identify and track the number of illegal Myanmar infiltrators who have entered Manipur because of the junta rule.

“There have been numerous reports of illegal immigrants from Myanmar penetrating into the various regions of the north east; so, it is time for the government to follow up on these reports and mete out befitting measures to stop such infiltration into Manipur,” he said.

He maintained that it was time for the people to seriously discuss the suspected involvement of illegal immigrants in the present crisis and strictly monitor how many have entered during the entire duration of the crisis.

He further demanded the authorities to speak out on the alleged involvement of Kuki militants in the crisis and work out measures to implement NRC during the monsoon sitting.
