Manipur MLA Joykisan on Saturday alleged that the Imphal Municipal Corporation (IMC) sanctioned work orders in terms of crores to one contractor, an unknown person in the name of GG Rongmei.
Joykisan, visiting the workplace sites that had been sanctioned to GG Rongmei for construction of retaining wall of pond and drains along with a media team, said that one contractor that could not be identified by IMC’s engineer had taken out funds without working.
There is no work that has not been sanctioned to GG Rongmei by IMC for works under the municipality, he said.
The MLA informed that construction of retaining wall of pond at Khuyathong Pukhri (Ward No. 2), construction of retaining wall of pond at Thingel Pukhri Mapal (Ward No. 3), construction of retaining wall of pond at Majorkhul, near community hall and construction of drain of Bamon Prameshor Leirak of Thangmeiband are some works where fund has been sanctioned but the work is yet to begin.
Joykisan said that he had given a five-day time to begin the work immediately but it is yet to begin and when he inquired about the works at IMC, the MLA said he got to know the details of works had been sanctioned to only GG Rongmei.
“IMC’s engineers and others who are responsible for sanctioning funds have no knowledge about GG Rongmei and are unable to identify the said person”, said Joykisan, adding that “IMC sanctioned works to one ghost contractor”.
The MLA also stated that there is no pond at Majorkhul to be constructed but that the work order has also been given to GG Rongmei.
Engineer of the work order informed Joykisan that one person instead of GG Rongmei came for a signature and sanctioning fund.
Joykisan said that many contractors or officials have been arrested and even sent to jail, but in the present situation the contractor is an unidentified person.
The MLA appealed to the chief minister and MAHUD minister to find out GG Rongmei as soon as possible and produce before the general public and complete all sanctioned works.
