The Manipur Human Rights Commission (MHRC) on Monday directed the state education commissioner and secretary of BOSEM to appear before the commission to submit their stand regarding those students who could not appear in the HSLC examination.
The MHRC had taken up a suo-moto Under Section 12 (a) of Protection of Human Rights Act, 1993 in connection with a report published by the Imphal Free Press on rejection of 96 students by BOSEM from appearing in the HSLC examination due to alleged school negligence.

Following the suo-moto, the MHRC issued a show-cause notice to commissioner (Education), government of Manipur; director (Education), government of Manipur and secretary, Board of Secondary Education Manipur, as to why an appropriate order should not be passed as the commission deems fit and proper.
A Counsel appearing on behalf of BOSEM submitted that if the commissioner (education), government of Manipur and director of education request to BOSEM for holding the examination for those students who could not sit for HSLC exam due to the fault of headmasters and principals of respective schools, then BOSEM will hold the examination.

The MHRC reminded that in the last time the commission asked the counsel of the BOSEM as to whether BOSEM would allow those students, the counsel for BOSEM submitted that BOSEM would allow those students for taking examinations during compartmental examination if they receive a request from the education department.
Therefore, the commission stated that persons who appeared for BOSEM and the department of school education were not in a position to submit the clear stand of the BOSEM and the department of education regarding the stands so far, those students who could not sit in the HSLC examination.
So, the commission asked the state education commissioner and the BOSEM secretary to appear in person before the commission and clear their stands.
