Chadong Village Development Committee chairman complained to the MHRC for starting Primary School and Primary Health Centre and also for making arrangements for drinking water at the new Chadong Rehabilitation site since 2013, as they were displaced from their original village and shifted to newly created village at Chadong.

The complainant submitted that construction of the building for starting the Primary School and Primary Health Centre was completed in the year 2020, but respondents, the Water Resources Department, did not hand over the proposed building.

It also appeared from the letter of the Deputy Secretary, Education (S) Department, wherein it is mentioned that the Director of Education (S) sent a letter to the Chief Engineer, Water Resources Department, mentioning the provisions of section 29 of Manipur (Hill Areas) District Councils after 3rd Amendment bill Act 2008, the competent authority for establishment, maintenance and management of schools up to class (VIII) in the Hills areas in the Autonomous District Council concerned and further requested the Chief Engineer, Water Resources Department, Manipur to hand over the newly constructed Primary School at new Chadong Village to the Commissioner (T.A.& Hills)/Autonomous District Council concerned for establishment of new Primary School at the village.

The commission further directed the commissioner (TA & Hills)/Autonomous District Council (ADC) to hand over the said building to the concerned authority within seven days from the date of taking over the building. It further directed the Commissioner Health Services, Government of Manipur and the Commissioner Health Services, Government of Manipur as well as Commissioner (Education) to establish Primary Health Sub-Centre (PHSC) and Primary School respectively within a period of two months from the date of handing over of the newly constructed building by the Commissioner (TA & Hills)/ ADC positively without any fail.
