‘Drug addiction should be treated as ailment not crime’

A one-day legal awareness programme on Legal Services to the Victims of Drug Abuse and Eradication of Drug Menace, Scheme, 2015 was held at Japhou Bazar, district headquarter, Chandel on Friday.

Drug users are the victims, not criminals and their addiction should be treated as an ailment and not a crime, advocate Jacky Lucy Lamkang said during a one-day legal awareness programme on ‘NALSAs (Legal Services to the Victims of Drug Abuse and Eradication of Drug Menace), Scheme, 2015 at Japhou Bazar, district headquarter, Chandel on Friday.

The District Legal Services Authority, Chandel under the aegis of Manipur State Legal Services Authority (MASLSA) organised the programme in collaboration with Resource Centre for Social Welfare and Community Development (RC-SWACD) at Japhou Bazar, District Headquarter, Chandel.

Jacky who spoke as a resource person at the event, said that Manipur being in between the Golden Triangle i.e., Vietnam, Myanmar, Thailand and Laos border and Golden Crescent i.e., Afghanistan, Pakistan and Iran borders, the state has the highest concentration of victims of drug abuse especially the youths. She also talked about the implementation of ‘Nasha Mukt Bharat or Drug- Free India campaign’ in the state which was launched to make India a Drug Free Country.

The members of RC-SWACD, High Risk Groups (HRG), PLVs and local villagers participated in the programme.

Similarly, a legal awareness cum legal services camp on – enrolment and distribution of farmer’s cards was also organised under the same campaign in collaboration with the District Agriculture Department, Chandel at Chandel Network for Positive People Office (CNP+), Chandel.

Advocate Keishang Kopham and RT Hringhlung, assistant officer, Agriculture department, Chandel also attended as the resource persons of the programme.

RT Hringhlung spoke on the Farmer’s Card, farmer facilities to the beneficiaries. She further talked on the procedures, terms of subsidy and benefits which can be availed as a farmer.

K Kopham briefed on the Legal procedures and services provided by this Authority on disseminating government schemes. He further talked and explained the liabilities and common complaints made by a farmer.

In the later session, on the spot data collection and documentation were done for registration and enrolment of the farmer’s card under the supervision of the resource persons and assistance from the Para Legal Volunteers of District Legal Services Authority, Chandel.
