Commission to probe into VDF personnel death

A Commission of Inquiry has been set up for conducting a probe into the death of VDF personnel Ningombam Premananda Singh.

The Manipur government on Monday announced that a Commission of Inquiry has been appointed for conducting a probe into the death of VDF personnel Ningombam Premananda Singh.   

A notification signed by commissioner (Home) T Ranjit Singh stated that the Commission shall submit its report to the state government within a period of three months from the date of the issue of the notification. 

The state government has taken a serious view of the unfortunate and mysterious death of N Premananda Singh by considering that it is a definite matter of public importance, it stated.

It recalled that VDF personnel bearing No. 706, Ningombam Premananda Singh ,37, son of N Dina Singh, a resident of Okram Maning Leikai, Thoubal district was found reportedly missing on January 21 while performing an official duty of destroying illegal poppy plantation in Chandel district and later on found dead at Levanant village, Chandel district on January 3. 

In exercise of the powers conferred by Sub-Section (1) of Section 3 of the Commissions of Inquiry Act, 1952 (Act No.60 of 1952), the Governor of Manipur is pleased to constitute a one-man Commission of Inquiry to be presided over by retired District and Session Judge, Manipur U Kol Singh to inquire into the circumstances leading to the death of Late N Premananda Singh, it mentioned. 

The Commission shall enquire into the causes and circumstances leading to the death and find out whether the unfortunate incident could have been averted, it stated, adding that it will also find out who is/are responsible for the death and recommend corrective measures and remedies to prevent recurrence of such incidents in the future. 

Considering the nature of inquiry to be made and other circumstances of the case, all the provisions of Sub-Sections (2), (3), (4) and (5) of Section 5 of the Commissions of Inquiry Act, 1952 (60 of 1952) shall apply to the said Commission, it mentioned. The headquarters of the Commission shall be at Imphal, it added.
