Leader of the House, N Biren Singh, on Wednesday warned unauthorised officials not to get involved in village registrations, saying registration of revenue villages were done by some corrupt unauthorised officials in the past.
Biren, who is also the chief minister, was responding to a starred question raised by Opposition MLA K Ranjit Singh during the ongoing second session of the 12th Manipur Legislative Assembly on Wednesday.
At present, there are a total of 2,743 revenue villages while 55 applications have been received by the government seeking registration for revenue villages, Biren said.
As for the criteria for registration of revenue village, the chief minister said that there has to be land, number of households, recommendation from forest department and if the village is in a hill district, then recommendation from respective district councils is required.
Supplementing the answer, Biren said recognition of revenue villages is in an alarming situation in Manipur. At present, there are 1,030 villages waiting to get revenue village recognition, he said.
Earlier, without the consent of the government, even a Principal Chief Conservator of Forest (PPCF), under corrupt practice, issued revenue village registration though they are not authorised, the CM said.
Biren warned the officials, including the chief secretary, to refrain from such practices in the future.
He said that in order to get revenue village registration, the matter has to be brought first at TA and Hill Department after which it would be passed on to ADC, then to state revenue department and the final approval has to be given by the state cabinet.
Biren further informed that a village will not be given recognition as a revenue village if there are below 50 households.
The issue of village registration can be easily solved if Hill Area Committee, ADC, TA and Hills Department and Revenue Department work with full coordination, Biren added.
