CM Biren assures sustainable livelihood to every household in Manipur

Chief Minister N Biren on Saturday assured to provide sustainable sources of livelihood to every household in Manipur under the Sub-Division Development Monitoring Mission which will be launched soon.

Speaking to the media at the chief minister’s secretariat in Imphal West, Biren said the mission will ensure that development is reached out to each and every person of every village.

The mission will focus on transparent delivery of public services to the poorest of poor in the area, inclusive growth, speedy implementation of government programmes in letter and spirit, accessibility of administration to the people and regular functioning of government offices in the sub-division, he added.

Ranking of sub-divisions for performance against specified targets will be developed, he said, adding that prabhari (officers in-charge) for all the 68 sub-divisions in Manipur will be designated from among IAS, IFS and MCS officers.

Biren maintained that the mission aims that all families in the state should have a sustainable source of livelihood within the next five years and poverty be completely eliminated from within the state.

He also informed that all the 68 sub-divisions of Manipur will be given a specific emphasis on a single product which is popular in that specific region after conducting a thorough survey.

Speaking on the issue of corruption in Manipur, the chief minister said it is the firm stand of the state government to uproot corruption from the state.

He said, as an effort towards making Manipur a ‘corruption free’ state, the new government had re-constitution of Anti-Corruption Cell in the CM’s secretariat into a ‘Public Grievance Redressal and Anti-Corruption Cell.’

The public can submit their complaints or grievances in various forums such as ‘CM da Haisi’ platform, online portal, phone call, messages, written complaint among others, said informing the contact numbers ‘CM Da Haisi: 9534795347, Anti Corruption Cell: 18003453877 and dedicated mobile no. of anti-corruption cell : 9402150000’.

Moreover, a dedicated online portal will be developed for this purpose, through which the public can submit their complaints and grievances, he further said, adding, this portal will also be used to monitor the action taken on the public complaints and grievances.

Asking the public to not make any sorts of prank calls through those phone numbers, he cautioned them to initiate action against those who might try.

Asserting that the government’s effort will be useless without the public support, the chief minister appealed to the public to support the government in making Manipur a progressive and a corruption free state.

He also informed that the Vigilance and Anti-Corruption Department, after being revamped in 2018 by the BJP led government, has been relentlessly working hard to eliminate the scourge of corruption from the state.    

He said the anti-corruption wing of the department had initiated 32 cases including three sting operations. Out of which, enquiry of eight cases including one sting operation case were completed.

Further, the department, under the instruction of the High Court of Manipur in connection with a PIL has been investigating various works implemented under MGNREGS, he further said, adding so far the department had registered four cases in connection with MGNREGS works.

In connection with the four cases, five persons including two pradhans and one ward member had been arrested and 10 persons were granted anticipatory bail (and later given absolute bail) by the courts concerned, he added.

The department had registered 199 verification cases, 127 preliminary enquiry cases, 32 ACW cases and 40 FIR cases during the last five years, of which enquiry or investigation of 96 verification cases, 73 preliminary enquiry cases, eight ACW cases and 28 FIR cases were completed, he said.
