Another Amin involved in manipulation of village map sent to jail

The retired supervisor kanungo has been remanded him into 12-day judicial custody till July 8 for his alleged involvement in manipulating the map of 17-Chaobok revenue village.

The Chief Judicial Magistrate, Imphal West on Monday rejected a bail application of another retired Supervisor Kanungo (Amin) and remanded him into 12-day judicial custody till July 8 for his alleged involvement in manipulating the map of 17-Chaobok revenue village.

Retired supervisor Kanungo Thiyam Nipamacha Singh (65), S/o (L) Th Thambalngou Singh of Thiyam Konjil Maning Leikai, Imphal East district was arrested on June 23 and he had been under police custody for five days.

Based on the disclosure statement of accused Md Shah Daud Khan, supervisor Kanungo of SDC Lilong office, now in judicial custody, police arrested Th Nipamacha from Manipur Sajiwa Jail with permission from the court of JMFC/Thoubal.

During police interrogation, Nipamacha Singh admitted that he, along with Md Shah Daud Khan prepared the Jamabandi/Patta without allotment by DSLR.

The accused also added that, one day Asem Brajamani Singh came to Lilong SDC office and submitted an application for his area correction in r/o CS. Dag No.3126 addressed to the then SDC/Lilong Md Ajijur Rahaman of Haoreibi Makha Leikai.

Accordingly, the application was forwarded to him and later he along with one Md Nasimuddin of Kiyamgei (now SDC in-charge of Chandel) extracted/corrected the area of CS Dag No.3126 under patta No.604 without surveying/visiting the site. He also added that extraction/correction of any land/area should be done after completion of survey by the surveying team.

It also admitted that Dag Chitha and Jamabandi of CS Dag No.3126 under patta No.604 was prepared by him and issued without the allotment of the Directorate of Settlement & Land Records in the name of Laishram Sanaton Devi wife of (L) Manikchand of Waithou, Asem Brajamani Singh son of (L) Kesho Singh of Sangonsang and Asem Hira Singh son of Asem Brajamani Singh of Sangonsang (P.No.7), In the issued Dag Chitha, he knowingly put his signature.

APP for the state prayed for rejecting the bail prayer and prayed for remanding the accused into judicial custody as to enable to complete a smooth investigation of the case at the ends of justice.

However, counsel for the accused submitted that the accused joined his service as Mandal in the Revenue Department, government of Manipur in the year 1982 and got retirement from his service as SK in charge in the month of September 2017. During his tenure of service, he had been working and performing his duties efficiently and sincerely till his superannuation period and there has never been any blemish in his service career.

He added, the power and functions of the accused either as a Mandal or as an SK in Charge was only to comply with the directions and orders of the administrator/ higher officials. It is further submitted that during the period of present allegation the accused was only an SK-in-Charge and posted at the Office of Sub Deputy Collector Lilong and as such he could only comply with the state government/ Superior Officer’s orders or directions. He could not do anything without the direction or order of the state government/ superior officer. Moreover, the accused was arrested by the police personnel of Lamphel P.S without complying with the mandatory provision of law.

After hearing the submission, the court stated that the investigation in the FIR is actively in progress and to facilitate the prosecution to carry out the investigation worthily, so the accused remanded into judicial custody.
