In a compelling address to the international community, Athouba Khuraijam of Manipur on behalf of COCOMI, has once again raised the alarm about the humanitarian crisis unfolding in Northeast India. In a briefing held on March 27, 2024, he emphasised the urgent need for concerted efforts to address the ongoing violence and human rights violations affecting indigenous communities in Manipur and beyond.

Athouba, emphasised the multifaceted nature of the challenges facing the region, including decades of conflict, ethnic tensions, and development disparities. This marked the fourth time in the past two weeks that the Meiteis have brought attention to the plight of indigenous people in Manipur, signaling the severity and urgency of the situation.

He stressed the importance of inclusive dialogue among all stakeholders, including government authorities, ethnic groups, and civil society organisations, to address historical grievances and foster reconciliation. Athouba called for transparent mechanisms for justice, including independent investigations, to ensure accountability for human rights abuses and build trust within communities.

The ripple effects of the violence in Manipur, extending into neighboring states like Mizoram and Assam, even crossing international borders in Myanmar were highlighted as a pressing concern. Athouba urged all stakeholders, including governments and international partners, to intensify efforts to find sustainable solutions to the region's challenges and mitigate further suffering.

Athouba urged international organisations, including the council, to support initiatives aimed at promoting peace, human rights, and development in Northeast India. By facilitating inclusive dialogue and providing assistance to affected communities, stakeholders can work together to address the root causes of the crisis and pave the way for a more peaceful and inclusive future.

Additionally, the briefing referenced the Vienna Declaration and Program of Action (VDPA), stressing its importance in guiding efforts to uphold human rights and promote development. The VDPA, adopted by the World Conference on Human Rights in Vienna in 1993, provides a framework for international cooperation in addressing human rights issues, making it a crucial tool in addressing the challenges faced by indigenous communities in Northeast India.
