IFP Impact: BOSEM to conduct exam for '96 students'

In view of the report and its interim finding of the Enquiry Committee, the Board of Secondary Education, Manipur will allow those students/candidates and other similarly situated students/candidates to appear the HSLC exam 2023.

The Board of Secondary Education Manipur (BOSEM) will conduct examination for 96 students who did not appear in the HSCL examination, 2023 held earlier this year due to alleged fault of the respective principals/headmasters of 19 schools, as a one-time measure.

BOSEM announced its decision after the Manipur Human Rights Commission (MHRC) took up a suo-moto case, following a long procedure since March, 2023.

BOSEM submitted a letter addressing to the Deputy Secretary-cum-Assistant Registrar of the commission annexing a letter that stated: “Therefore, in view of the report and its interim finding of the Enquiry Committee, the Board of Secondary Education, Manipur will allow those students/candidates and other similarly situated students/candidates to appear the HSLC exam 2023 under the following conditions:

"There shall be no compartmental examination for those students/candidates and other similarly situated students/candidates; such examination will be a one-time measure only; the expenditure for conducting such a special examination is to be borne by the State Government as and when the BOSEM made such a request.”

The commission, however, accepted all except one that there shall be no compartmental examination for those students/candidates and other similarly situated students/candidates, as it will affect the career of the students.

The commission directed BOSEM to allow the 96 students to sit in the HSLC examination with the students who are going to appear in Compartmental examination for one time as agreed by BOSEM and direct the Commissioner (Education) and Director School Education to allow ‘BOSEM’ to take the examination of those 96 students along with compartmental examination which is going to be held preferably in the month of August and also to bear the expenditure for the said exam, as asked by the ‘BOSEM’.

Finally, the secretary BOSEM will notify the date of examination immediately publishing in both English and local newspaper in local language, regarding the exam so that those unfortunate students could appear in the examination 2023, which is going to be taken by BOSEM, along with compartmental examination preferably in August 2023.

It may be mentioned that the the MHRC had taken up a suo-moto Under Section 12 (a) of Protection of Human Rights Act, 1993 in connection with a report published by the Imphal Free Press on rejection of 96 students by BOSEM from appearing in the HSLC examination due to alleged school negligence.
