DGP directed to take action against those who disclosed victim’s identity

After due proceedings by the commission, the Director General of Police has been directed to take appropriate legal action against the persons who first uploaded the photographs of a victim girl.

The Manipur Human Rights Commission (MHRC) on Wednesday directed DGP Manipur to take legal action against the persons who uploaded the photographs of the minor victim of the alleged Mayang Imphal rape case.

MHRC has registered a case No 123 of 2020 which was filed by president of Youth’s Forum for Protection of Human Rights (YFPHR) in connection with the disclosure of the identity of the victim of the Mayang Imphal incident, which is a violation of Section 23 of POCSO Act, 2012 and 228 A of IPC.

After due proceedings by the commission, the Director General of Police has been directed to take appropriate legal action against the persons who first uploaded the photographs of a victim girl.

The DGP was further directed to advise the SPs of all the districts to organise awareness programmes in collaboration with the local clubs, meira paibis, youths and students so that common people are aware about the relevant laws.

The complainant stated that the 14-year-old girl from Mayang Imphal area was found unconscious on October, 2. The girl was taken to RIMS but succumbed to her injuries.

The complainant further stated that the girl was believed to have been allegedly gang raped. The complainant has sought for necessary recommendations for taking action against the first person who uploaded the photograph of the girl and has further sought for recommendation for taking necessary action against those who disclosed the identity of the victim girl.

The MHRC observed that the identity of the victim girl has been disclosed by many sections, media, and officials, including government officials. Accordingly, the MHRC directed the DGP and further appealed to all individuals and officials to refrain from disclosing the victims’ identity.
