Stakeholder participation is the need of the hour for effective implementation of the Inner Line Permit System (ILPS) in Manipur,  Judge of Fast Track Special Court No 1 Manipur Salam Imocha Singh said on Monday.  

He was delivering the chief guest speech during the 7th State Level Open Debate Competition organised by the LMS Law College Students’ Union on the topic ‘ILP regulation can prevent influx of outsiders in the state’ at the LMS Law College in Imphal.

The judge also admitted that there are loopholes in the implementation of ILPS in the state, which the various civil society groups of Manipur have been raising their voice against.

He said as the enforcement of the ILPS does not reach to the expectation level of the people of Manipur, it will be wrong to leave all the responsibility of enforcement to the implementing agencies.

There is a need for mass support from the citizens of the state to those implementing agencies for better and effective implementation, added Imocha.

In order to mend the loopholes, there is a need to educate every citizen on the fundamental reason for implementing ILPS in the state and its advantages and disadvantages, he continued.

Pointing out that the topic of the debate is appropriate as ILP is a burning issue in Manipur, he said that the views and opinions of the debaters will be very useful in rectifying the errors in the implementation of ILPS in Manipur.

The programme was attended by principal of LMS Law College Md Salatur Rahaman as president, HOD of department of English MU Prof Thounaojam Ratankumar as guest of honour and speaker of the debate.
