RIMS refutes allegations of irregularities in recruitment

The Regional Institute of Medical Sciences (RIMS), Imphal on Monday refuted the allegations made by Chongtham Bijoy of irregularities in RIMS recruitment, terming it as incorrect and misleading.

RIMS, in its clarification, stated that Ch Bijoy used both local electronic and print media to personally attack and tarnish the image of Chief Accounts Officer/Financial Advisor, RIMS, Imphal, S Sarat Singh by fabricating false and concocted stories.

It asserted that the Recruitment Rules of the post of CAO/FA clearly mentions two separate recruitment methods that are by way of Direct Recruitment and that on Deputation basis. It said that for Direct recruitment, B Com degree of any recognized University is essential.

However, for deputation, the eligibility is being an Officer of any Central Accounts Service or Subordinate Accounts Service or any of the State Finance/Accounts Services with at least 6/7 years experience in a supervisory capacity only, it maintained. It clarified that RR does not specify B Com degree for recruitment on deputation basis as claimed by Bijoy.

It said that S Sarat Singh was recommended by a duly constituted Selection Committee under the Chairmanship of DGHS, MoHFW, Government of India, after assessing his requisite experience, eligibility, competency and suitability through an interview held at Nirman Bhawan, New Delhi. As per the norms, deputation was for a period of one year initially, extendable for another two years, it added.

It mentioned that for the recruitment of Multi-Tasking Staff (MTS) and Staff Nurse, the written test for the MTS and Staff Nurse were already conducted in the month of November and December 2023. Stating that the result is yet to be announced due to court cases pending at High Court of Manipur, it mentioned that a total of five cases are being filed by candidates/public.

The delay in recruitment of these staff is not due to failure of administration, it stated. It further said that regarding the allegations against the Manipur Security Services about the ghost employment of staff, the institute is making the payment of the monthly bill after proper verifications.

It pointed out that Bijoy and his family, who are facing court cases for encroaching upon the state land illegally, run a restaurant near the Ladies Hostel no 3 & 4 of the institute, and are alleged of selling substances banned inside an educational institute such as cigarettes. Many unknown persons visit the area posing a security threat and disturbance to the residential complex, it noted.

The Court allows the appellant and their family members to use the road towards the SIB gate only for their domestic works, religious matters etc, it stated. For security reasons, the institute is screening outsiders while allowing the residents of Lamphel Khunou, it said while alleging Bijoy of causing disturbance and not co-operating with the security.

It reiterated that the Board of Governors (BoG) in its 14th meeting held in January 2024, directed the Institute to submit a detailed proposal for upgradation of RIMS to the status of an Institute established under an Act of Parliament/ an Institute of National Importance to the Ministry for consideration. The Institute is preparing a Consolidated Proposal for Creation of additional faculty and other staff and a Master plan for re-development of the institute, it maintained.

It expressed unfortunate that amid such a critical juncture, false and baseless allegations are being made against the Institute and its administrative officers out of personal grudge and enmity or at the behest of some disgruntled employees. The institute is contemplating possible legal action in this regard, it added.
