The Manipur government on Thursday suspended SDC ic Chandel Md Nasimuddin, 54, son of late Md Tolangou of Kyamgei Muslim Awang Leikai after he was arrested on September 10 for alleged involvement in temepring and manipulation of land records.
An order signed by deputy secretary (Revenue) Ph Bhavananda Sharma in the name of the governor stated that disciplinary proceedings are being undertaken against Md Nasimuddin (EIN-052120), (Mandol) who was posted at SDO Office, Chandel and attached to Deputy Commissioner’s Office, Chandel as LA/SDC/BO.
Nasimuddin was produced before the court of the Duty Magistrate, Thoubal and remanded into police custody till September 11 in connection with FIR case No No 33(4)2021 TBL-PS U/S 409/420/120-B 1 PC, it mentioned.
It further ordered that during the suspension period, Md Nasimuddin (Mandol) shall not leave the headquarters without obtaining prior permission from the competent authority.
In a press conference held earlier on Sunday, additional director general of Police (Law and Order), Clay Khongsai told the media that Md Nasimuddin was arrested in connection with a case reported on May 27 by SDO Angom Shijalembi Chanu.
She had reported that the land record of 17-Chaobok Sheet No IV was found tempered/manipulated and pattas were found to be fraudulently prepared without any authority in respect of various dag numbers.
She had stated that Dag No 3078, New Dag No 3131, 3566, 3614, Old Dag No 3078, New Dag No 3331etc. were manipulated by Th Nipamacha Singh (now retired Supervisor Kanungo from Lilong Shantipur), Shah Daud Khan (under suspension LA SK) from Lilong Bazar Near Oil Pump, Md Allauddin Khan (Mandol) from Lilong Kaleikhong Makhong, and other accomplices who allegedly fabricated the official records in their favour.
The complainant requested to take up immediate necessary action against them. Therefore, the case reference FIR No 34(5)2022 LIL PS U/S 465/466/468/471/34 IPC added 420/409 IPC, Clay said.
Earlier before the arrest of Nasimuddin and during the course of investigation, three persons namely Md Allauddin, 55, son of late Md Ajid All from Lilong Turel Ahanbi Kaleikhong Makha; Md Shah Daud Khan, 50, son of late Md Inder Rahaman from Lilong Bazar near Oil Pump and Thiyam Nipamacha Singh, 65, son of late Th Thambalangou Singh from Thiyam Konjil Maning Leikal were arrested in connection with the case, he mentioned.
He continued that they were thoroughly interrogated while they were in police custody. From the interrogation, it came to light that the accused in collusion with some other staff had issued fabricated/fake 35 pattas to private individuals, and also had resulted in the loss of around 19 acres of forest or state land.
Village No 17- Chaobok Sheet No 4 Pattas were fraudulently prepared by Md Nasimuddin, (Mandol) who was the in charge of SK Irong Chesaba at that time vide mutation case No 9/SDO/L dated January 17, 2020. He had been evading police arrest, Clay said.
He said that in addition to the above case, an FIR No. 33(04)2021 TBL-PS u/s 409/420/120-B IPC was registered at Thoubal police station on a letter by DC, Thoubal, regarding the conversion of Agricultural land to ‘Ingkhol class without proper approval.
In the course of investigation, a total of five accused persons have been arrested including the then supervisor Kanungo and mandol of SDC, Office Lilong.
He said that while checking land records both at the level of SDO Lilong and at the Directorate of settlement, discrepancies in the land record and mutation without any authorisation were found. As many as 14 land records have been found to be entered as ‘Ingkhol’ in computerised records that were tampered blatantly by revenue officials.
On examination, the arrested accused persons disclosed that Md Nasimuddin, the then Circle Mandol of 16- Lilong was also involved in manipulation of land records and played a critical role in the criminal activities, he said.
Nasimuddin is also involved in FIR No 97(5)2022 LPL PS u/s 465/468/471/420 and 120 IPC registered at Lamphel police station, he added.
