The Special Judge NIA Manipur on July 7 convicted two active cadres of a banned underground outfit for carrying out a grenade attack at the gate of Raj Bhavan on January 19, 2021 and fixed July 16 for the sentence hearing.
The two convicts are Lisham Ibosana alias Micheal ,42, son of (L) Samungou of Khongman Lisham Leikai and Konsam Manithoi (46), son of Bihari of Lairikyengbam Leikai.
Micheal was produced from Manipur Central Sajiwa jail while Manithoi, who is presently on bail on medical grounds appeared before the court for hearing of the charges levelled against them by the NIA.

The FIR in connection with the grenade attack was registered on March 5, 2021 at City Police Station. With directions from Ministry of Home Affairs, Government of India, the case was re-registered at NIA, branch office New Delhi under section 307 IPC, sections 16 (1) (b) and 20 of UA(P) Act, 1967 and section 4 of explosive substances act on March 6, 2021.
Both the convicts were arrested from their respective residences on January 24, 2021 and eight circuit boards and two remote control units used in assembling the Improvised Explosive Device (IED) were seized from their possession.

During the investigation, three accused persons were arrested but one Huidrom Sangba was released on bail. While in police custody, the remaining two disclosed that they carried out the bomb attack at Raj Bhawan on the directions of one Toijam Bhogendro alias Bhogen who is a self-styled lieutenant colonel of the UG group.
After hearing of the submission of the NIA special public prosecutor and the defence counsels, and examining the material on record, charges were framed against the convicts under Section 307/ 120B IPC writ with Section 16/18/20/38 UA (P) Act and Section 4 of Explosive Substance Act on finding prima facie case against them.

As Lisham Ibosana and Konsam Manithoi pleaded guilty, the court convicted them under Section 307/ 120B IPC writ with Section 16/18/20/38 UA (P) Act and Section 4 of Explosive Substance Act.
The court had remanded both of them to judicial custody till July 12. The sentence hearing was adjourned till July 16 Tuesday.
