Government declares public, paid holiday on repoll day for Outer Manipur

Repoll will held at six polling stations in Outer Manipur on Tuesday from 7 am to 4 pm.

The Manipur government has declared public holidays on repoll day (Tuesday) for Outer Manipur Constituency for all public offices, educational institutions, autonomous bodies, etc. and a paid holiday for commercial/private undertakings.

Deputy secretary, General Administration Department, Government of Manipur, Asem Rangina Chanu in a notice on Monday said that public holiday has been declared for employees working in public sector, and paid holiday for private sector employees within the six polling stations of the 2 Outer Manipur parliamentary constituency on Tuesday in which the repolls will take place.

It also listed the Assembly segments and name of polling stations, mentioning that for 44-Ukhrul (ST), the polling stations are 44/20-Shangshak A, 44/36-Ukhrul (A), 44/41-Ukhrul (D-1) and 44/50-Ukhrul (F) respectively, while polling station for 45-Chingai (ST) is 45/14-Chingai and for 47-Karong (ST) is 47/33-Oinam (A1).

The Labour Commissioner cum Secretary, Government of Manipur will make necessary arrangements with all private enterprises, private industrial centres and other private institutions under the Shops and Commercials Establishment Act to declare the said day as a paid holiday for all their employees residing in the mentioned six polling stations, it stated.

It mentioned that no deduction or abatement of the wages of any such persons will be made on account of a holiday having been granted in accordance with law and if such person is employed on the basis that he would not accordingly receive wages for such a day, he will nonetheless be paid for such a day, the wages he would have drawn had not a holiday been granted to him on that day.

It further maintained that in exercise of the powers conferred by the explanation under Section 25 of the Negotiable Instruments Act, 1881 (XXVI of 1881), the Governor of Manipur is pleased to declare as public holidays for all banks, financial institutions and LIC located in the aforesaid polling stations and that they shall remain closed on the appointed day.

In order to enable the exercise of franchise to those government, banks, public sector undertakings employees, commercial undertaking, etc. residing in the aforesaid polling stations but serving outside these polling stations, they shall be allowed to avail Special Casual Leave/paid leave on the appointed day, it asserted.

The order was issued in pursuance of the press release No.COE-101/3/2023-ELEC-ED dated April 27 issued by the by Joint Chief Electoral Officer, Manipur read with the Election Commission of India’s order under Sections 58(2) and 58(A)(2) of the representation of the people Act, 1951, declaring the poll held on April 26 at the said six polling stations to be void, thereby appointing April 30 as the date and fixing the hours from 7 am to 4 pm for taking fresh polls, it added.
