According to NSCN-IM, Ravi could not convince the former to sign an agreement without the Naga flag and the Yehzabo (constitution) and, therefore, he adopted “Truman’s policy”.

The outfit was reacting to RN Ravi’s statement on the demand of Naga flag and constitution, which he made while speaking during 58th Statehood Day celebration of Nagaland. In his statement, Ravi stated that Government of India is absolutely clear that there shall be only one National Flag and Constitution in India.
The writing on the wall is clear. He has achieved what he came to do. He has successfully divided the Nagas and isolated the NSCN-IM or for that matter, the Tangkhul leadership.
It is pertinent to have proper information, so that we can make more informed judgment about these issues.
The ZB said that the Zeliangrong people and the Nagas in general are looking forward to the strong determination of peaceful solution.
The NSCN-(I-M) in a statement said: 'Ironically, after five years, while the Framework Agreement has been put in cold storage, something unthinkable emanating from the Raj Bhawan in Kohima has taken over the scene'.
“But if he finds pleasure to handle the Naga issue as a ‘law and order’ problem, he is not the right person to solve the long standing Indo-Naga problem,” the NSCN (I-M) stated.
When one closely reads in between the lines, one may also infer that RN Ravi’s step has been prompted by his own experience of taking the powers of a governor seriously under Article 371 A(1) (B) of the Constitution of India.
RN Ravi while pointing out the deplorable law and order situation in the state said that he has been closely observing the precarious law and order situation in the state with a lot of concern.
