Manipur High Court directed the petitioners of a PIL to submit details of objection to the executive engineer or chief engineer or secretary of works, government of Manipur who can take appropriate action without further delay in connection with Yumnam Patlou bridge RCC culvert construction.
A division bench of the High Court comprised of Chief Justice Ramalingam Sudhakar and Justice Lanungsungkum Jamir on Monday directed the petitioners – Thoudam Hemjit and Konthoujam Joy Meetei to submit details of the objection.
The PIL alleged that on April 14, 2016, the public work department, Manipur issued a work order for improvement of Imphal Saikul road and construction of 6 meter span RCC Slab culvert at Yumnam Patlou. However, secretary of works department, chief engineer and executive engineer of PWD along with private contractor who had given to complete work within 24 month have failed to execute the work. Since the work has not been completed in time, the PIL alleged that there was favouritism and nepotism.
Following a representation submitted to the chief minister, the executive engineer of PWD along with petitioners went for inspection. On inspection, the petitioners came to know that the construction of the RCC slab culvert was not as per specification.
The court also mentioned that it was the duty of the officials to ensure public money was properly utilised for construction of buildings, bridges, roads etc. in an efficient manner and that public money was not wasted for private interests.Manipur HC, Patlou Bridge PIL
