Letter to Governor claims ‘blatant abuse of power’ in IPS Gonglin’s case

The letter to the governor dated May 13, 2020 stated that a number of letters have been sent to the governor seeking her intervention on alleged “blatant abuse of power, violation of principles and illegal denial to Faumei Gonglin.

A letter addressed to the Governor of Manipur by Faumei Pouchun, the elder brother of Faumei Gonglin who was reported to be involved in the ‘belt scam 2018’ of Manipur police department, has alleged that there have been “blatant abuse of power, violation of principles and illegal denial” of promotion to the IPS officer.

The letter to the governor dated May 13, 2020 stated that a number of letters have been sent to the governor seeking her intervention on alleged “blatant abuse of power, violation of principles and illegal denial to Faumei Gonglin (IPS) (2004: MA)” and requesting her to halt the same. Despite this fact, “illegal blocking” of promotion continued even as the government issued notice on promotion of IPS officer of 2006 and 2007 batches to DIG and senior scale on May 7, 2020.

Pouchun in the letter said that two Departmental Enquiries (DEs) in 2017 and 2018 were initiated against his brother Gonglin. The then enquiry authority submitted closure report for the first DE after conclusion of hearing and returned the second DE order without holding DE stating that it is not a fit case for holding DE on 2019. The information was disclosed by non-other than the inquiry authority, claims the letter.

It is also learnt that a report was put up to the government by DP through its file bearing the subject’s name “enquiry into procurement and supply of web equipment by Manipur police-departmental action” in 2019, the letter mentioned.

On enquiry, the DE and DP files are untraceable in DE commissioner’s office and DP for the last one year and half. Those DE files been available with the DE commissioner’s office and not closed or dropped their hearings. The same should have been resumed and started about two years ago. In the last two years, nothing has happened as far as the DEs are concerned, claimed the letter. 

The letter mentioned that it was technically not permissible for the government to keep DE for years without doing anything against all India services member. His brother’s promotion related recommendation is kept in seal cover because of DE, claimed Pouchun. The review screening committee headed by chief secretary held every three month on the case was held only once in May 2018. There is no provision in principles regarding promotion of member of IPS in the state cadre issued by MHA mandates comprehensive review of DE to keep withholding the same. The chief secretary, who is the head of departmental enquiry committee “willfully, violated the principles”, said the letter.

“It is disheartening to see the abuse of power, violation of the principles, illegal blocking of rightful promotion taking place right under nose of governor office”, mentioned the letter.

It may be mentioned that departmental enquiry committee was formed on 2018 in connection to news published by the Imphal Free Press “Belt scam ends in whimper, only 20 to be replaced”. Two police officer namely SP Foumei Gonglin and additional SP (Ops) M Kumarjit were suspended later.
