A book titled ‘With Four Prime Ministers My PMO Journey’ written by retired IAS officer, Jarnail Singh about his experiences in serving eight years as joint secretary in the Prime Minister’s Office (PMO) was released on Tuesday.
The book was released by his wife Seraphina Singh in the presence of PHED minister, Losii Dikho, MLA Y Surchandra and editor, FPSJ, Pradip Phanjoubam among others in a function held at Sangai Hall, Hotel Imphal.
Speaking at the event, Jarnail Singh recounted, “it was on August 9, 1996 when I was the commissioner, PWD of Manipur, I received a call from PMO saying that they want me to join the office as joint secretary”.
“I joined the office on August 16, 1996. I served there for eight years. I was mostly in charge of infrastructures which included power, petroleum, national highways, roads, telecommunications, civil aviation and I enjoyed working there with all the prime ministers,” stated Jarnail Singh.
He continued that during his service, he did his best to help the states of Northeast. After working for eight years in the PMO, I left Prime Minister’s Office on August 5, 2004, he recalled adding that he came back to join as chief secretary of Manipur.
The retired IAS officer also intimated that the book will give the readers a glimpse into the PMO. “What I did; what we could not do; how we did it and how does the PMO function in all the eight years of my posting there are all contained in the book,” he added.
Jarnail Singh also disclosed that he found no difference working in the PMO even if he was working under different Prime Ministers of different governments whether it was under United Front, NDA or UPF. He asserted that the internal work was all official and not political.
As joint secretary, Jarnail Singh served under four Prime Ministers namely, HD Deve Gowda, IK Gujral, Atal Bihari Vajpayee and Dr Manmohan Singh.
He is the recipient of PM’s Award for Excellence in Public Administration for the year 2007-08 for the initiatives taken up to improve governance in Manipur.
The retired IAS officer has also written a book titled ‘My Tryst with Manipur’ about his experiences of 23 years of public service in Manipur. Jarnail Singh is presently the administrator of Manipur University.
