Manipur Education minister Thokchom Radheshyam on Monday distributed free textbooks to Zonal Education Officers (ZEOs) of Imphal East and Kamjong as the first phase of Distribution of Free Textbooks under the Samagra Shiksha Manipur.
These books for academic session 2020 will be provided to the students of government and aided schools for Classes I – VIII. Altogether, more than seven lakhs of free text book have been allocated for 17 (seventeen) ZEOs. It was held at the conference hall of the minister at Babupara Imphal.
Speaking at the event, Th Radheshyam lauded the officials of Board of Secondary Education Manipur (BOSEM) for timely completion of printing the text books. He expressed that it is one of the achievements that this year the textbooks are being distributed to the ZEOs on time unlike previous years.
He said the education department faces many problems and received complaints as well. The department is trying its best to come up with solutions and solve the problems, he said adding the government is serious about solving them.
He said that every year hundreds of teachers retire from service on superannuation and as a result many post remain vacant. Education department cannot function without adequate teachers, he added.
The minister stressed that issues faced at the grass root levels can be ascertained by the officials concerned posted at the respective locations. He opined that the officials should identify qualified youths and engaged them as a team to work together for better functioning of the education sector.
He also emphasised on the need to increase the budget of education for bringing improvement in the sector.
Director Education (S) Th Kirankumar, who also spoke on the occasion said timely completion of printing text books was able to achieve under strict guidance of the education minister. He explained that in order to achieve the target of availing textbook timely, certain rules and regulations followed by BOSEM for buying of paper and issuances of order for printing to the firms were slightly modified.
The printing of textbooks is carried out in different local printing firms, he added.
He said this year the quantity of order for printing of textbooks was decided according to the performance of the printing firms in the previous years. He continued that next year too more order will be given to those firms which maintained quality of printing text book.
The minister also flagged off the books to be delivered to the respective zones. The distribution of the textbooks was attended by MLA Jiribam Assembly constituency Ashab Uddin, MLA Naoriya Pakhanglakpa Soibam Subashchandra Singh, commissioner Education (S) T Ranjit, joint secretary Education (S)/ASPD Samagra Shiksha (Secondary) Manipur L Nandakumar Singh, under secretary Education (S)/ASPD Samagra Shiksha (Elementary) Manipur T Phulen Meitei, officials concerned and ZEOs.
