Ensure drinking water availability in Chalou Maning Leikai: HC tells state government
The state government has been directed to instruct the deputy commissioner of Imphal East to ensure availability of drinking water to the residents of Chalou Maning Leikai, Imphal East, which has been declared as a containment zone, at their own cost.
The Manipur High Court on Wednesday directed the state government to instruct the deputy commissioner of Imphal East to ensure availability of drinking water to the residents of Chalou Maning Leikai, Imphal East, which has been declared as a containment zone, at their own cost.
Division bench of the high court comprising justice Kh Nobin and justice A Bimol issued the directive as an interim measure in connection with a PIL filed by one Moirangthem Maipak, seeking the court's direction for taking up appropriate steps in order to provide essential commodities or essential public facilities such as safe drinking water at the areas in Chalou Maning Leikai which were declared as a containment zone.
The PIL stated that to contain the spread of COVID-19, the state government had imposed a complete lockdown, and it has hindered greatly on the livelihood of the people. However, the government has failed to provide safe drinking water to the public.
Such failure has deprived the rights of the citizens which are enshrined under Article 21 of the India Constitution, it added.
The main prayer in the PIL was to direct the respondents (the state government and three others) to comply with the guidelines issued by the World Health Organisation (WHO) on water, sanitation, hygiene and waste management for SAR-Cov-2.
The division bench also directed the respondents of the PIL to file their counter affidavits on August 2, which is fixed as the next date of hearing.
