Bishnupur Fair Price Shops directed to use e-POS devices while distributing food grains

‘Action will be taken up against agents who fail to comply’

Deputy commissioner Bishnupur district Krishna Kumar on Monday issued an office memorandum stating that all Fair Price Shop (FPS) Agents operating in Bishnupur district are directed to mandatory use e-POS devices while obtaining biometric authentication of NFSA/PMGKAY beneficiaries at the time of distribution of food-grains.

The mandatory instruction was issued so that there is no deduction of monthly allocation of NFSA in the future by way of adjustment against quantity shown to be not distributed on account Of e-POS devices not being used fully by the FPS agents,  the memorandum stated.

The government of India has monitored the distribution of the food-grains through e-POS devices and assesses the quantity of rice distributed under NFSA/PMGKAY from time to time, it mentioned.

Further, honorarium for FPS agents will only be considered on satisfactory adoption of e-POS devices and for the quantity recorded in the e-POS devices only, it stated. Action will be taken up against the Fair Price Shop (FPS) Agents who fail to comply with the letter and spirit of the memorandum, it added.

It also mentioned that the memorandum was issued in pursuance of government of Manipur O.M No. 23/1/2016- CAF and PD dated June 16.

As per the said office memorandum earlier issued by Secretariat: Consumer Affairs Food and Public Distribution department, all FPS Agents are to compulsorily use e-POS devices while obtaining biometric authentication of NFSA/PMGKAY beneficiaries at the time of distribution of foodgrains so that there is no deduction of monthly allocation of NFSA in the future by way of adjustment against quantity shown to be not distributed on account of e-POS devices not being used fully by the FPS agents.

It had requested the deputy commissioner(s) to instruct the district supply officers to enforce usage of e-POS devices mandatorily by the FPS Agents.

DSOs shall organise sensitisation programmes in the shortest possible time frame to convey the seriousness of the matter of insufficient usage of e-POS devices and comply with the letter and spirit of this office memorandum, it stated. Further, honorarium for Fair Price Shop Agents will only be considered on satisfactory adoption of e-POS devices and for the quantity recorded in the e-POS devices only, it added.
