JNIMS Deadlock Over 7th Pay: Agitations continue despite chief secretary’s assurance

Representatives of the three employees’ association of Jawaharlal Nehru Institute of Medical Science (JNIMS), Porompat held a meeting with the chief secretary on Friday, during which he assured to implement the 7th pay (to be effective from April 1 of 2020); however, the employees are yet to withdraw their agitations.

The representatives of Teachers Association (TA), Trained Nurses Association (TNA) and Association for all Non-Teaching Staffs (AANTS) along with principal secretary (health), director, JNIMS and medical superintendent, JNIMS and others attend the video conferencing held at the office chamber of chief secretary, Rajesh Kumar located at Babupara, Imphal this Friday.

Vice president of AANTS, Nilakanta Kh told the Impress Free Press over the phone that after placing the demands to the chief secretary through video conferencing, the chief secretary assured the employees organisation that the government is ready to issue the payment with effect from April 1, 2020 as arrear under two phases. Half of the payment will be issued in July and another half in January next, he added.

He said the government had stated that hospital employees are not authorized to receive monthly salaries in a similar fashion with the state employees as the hospital is under the umbrella of Jawaharlal Nehru Institute of Medical Sciences (JNIMS) Society. However, due to the agitations carried out by the employees demanding for 7th Revision of Pay (ROP), the government has agreed to give the payment as arrear from April 1, 2020, said Nilakanta.

Responding to the Imphal Free Press, he said the mass resignation letters for AANTS is still deferred and yet to be submitted.

Mass resignation letters for TA and TNA were submitted to the JNIMS authority and director, JNIMS on Thursday in their demand for implementation of 7th ROP.

The employees demanded for implementation of the 7th ROP notionally from January 1, 2016, with effect from April 1, 2019 and with payment in cash of salary from April 1, 2020.

In ‘the Jawaharlal Nehru Institute of Medical Science Service Rules, 2015’ it has been mentioned that “the employees of Group B, C and D shall adopt the pay scales and services condition of the government in health department in toto.”

Director, JNIMS, Dr Th Bhimo told IFP over the phone that the meeting conducted with the chief secretary was fruitful. In the meeting, the chief secretary assured to provide the 7th ROP, with effect from April 1, 2020 especially for the JNIMS employees. The employees of the hospital had been taking a major role during the pandemic and the chief secretary agreed to give the payment after considering their situation, he added.

A memorandum of agreement between employees of JNIMS and the state government may be signed on Saturday in connection with the meeting held on Friday.
