It was handed by its constituent MLA and chairman of MANIREDA Ginsuanhau Zou alias GS Haupu to the water starved village with approximately 200 households .The MLA was accompanied by the sub-divisional officer James Hangsing and officials.

On the occasion, the MLA asked the people to use water judiciously. He said water is one of the basic components of life. He also stated that it is more important than other infrastructural development like roads.
He asked the village authority to maintain the bore well  by contributing Rs 10 or 20 for maintenance but specifically asked the village authority not to take any fees from widows  and others disadvantaged sections of the village.

Muallum is located at a distance of about 20 kilometers from the district capital but is always short of water supply. A woman from the village said that they had a water source a few kilometers away but it dries out except during the rainy season.
