District council teachers demand implementation of 7th Pay

The All Manipur District Council Teachers Association also demanded equal payment of primary teachers’ pay scale at par with employees under director of education(s) and implementation of New Pension Scheme (NPS) to autonomous district council employees appointed on or after January 1, 2005.

The All Manipur District Council Teachers Association has appealed to the state government to approve ROP-2019 (7th Pay) for the teachers of Autonomous District Council at the next cabinet meeting.

The association also demanded equal payment of primary teachers’ pay scale at par with employees under director of education(s) and implementation of New Pension Scheme (NPS) to autonomous district council employees appointed on or after January 1, 2005.

Speaking to the media at Manipur Press Club on Tuesday, joint secretary of the association Letkhohao Lhouvum said that the same demands have been submitted to the tribal affairs minister and the chief minister but they have not been fulfilled yet.

Letkhohao said that ROP, 2019 has been adopted for all the departments and most of the departments have implemented it as well.  However, ROP, 2019 for the ADC employees has not been put up for cabinet approval till date despite the approval from the Pay Implementation Cell of the finance department, he contended.

The employees of ADCs and the employees of Education (S) are recruited under the same criteria and qualifications. However, the district council teachers have been paid a lesser amount of salary, lamented the joint secretary. 

He also said that under Manipur Civil Service Rules and Right to Education Act, additional duties apart from teaching are given to the teachers of education (s) and the district council teachers in national duties such as election duty but there is discrepancy in the pay structure.
