An emergency cabinet meeting convened on Wednesday reviewed the status of the incoming stranded people wherein a statement issued by chief secretary Dr J Suresh Babu said that Manipur Health department has intensified the sample collection in 17 centres and testing capacity has been increased from the earlier level of 200 samples to 900 daily. It will be further increased to 1,500 per day.

As per the protocol, all people entering Manipur will be screened at Mao or Jiribam or in the railway station at Jiribam. All passengers coming by train are also screened before boarding. Those with suspected symptoms will not be allowed to board the train. After arrival, if anyone is found having symptoms, that person will be shifted directly to the hospital. All others will go to quarantine centres compulsorily. At quarantine centre, all will be tested by RT-PCR test, which is a more accurate test. Those positive cases will be sent to hospital and negative cases will be sent for further home quarantine and there is no case detected from the general public in the society. State Government is following strict procedure and more than the prescribed norms to ensure the safety of the people.

The state government has made elaborate arrangements for bringing the stranded people from outside. So far six trains have arrived at Jiribam from Chennai, Punjab (including Chandigarh and Himachal Pradesh, Bangalore, Baroda, Hyderabad and Vijayawada). Two more trains are arriving at Jiribam on May 21 from Uttarakhand and Uttar Pradesh and Hyderabad. Another two trains have started today from Pune and Chennai and they are expected to arrive Jiribam on May 23. By Thursday about 6010 people will be returning by train and 5844 people have reached by road. All of them are kept in different quarantine centres.

The state Government also arranged two trains from Delhi which are likely to start on May 23 and 25. Two trains from Goa including people from Madhya Pradesh and Mumbai will start on May 21. One train each from Bangalore on May 22 and Hyderabad on May 23 and Gujarat and Rajasthan on May 24 are likely to start, for which final schedule is awaited. After due deliberation, Cabinet has decided to bring stranded people in phases and in the first phase the trains arranged till May 25 will be allowed. After completion of testing of all the people stationed in quarantine centres, the second phase of trains will be planned.

The state cabinet has decided to segregate these incoming people from the existing inmates in quarantine centres and not to mix up them to control the spread of COVID-19. The daily incoming people will be kept in separate locations till the testing is completed. Further, all the community quarantine centres will be treated as pooled centres of the district concerned for more effective control. The state cabinet has also approved to sanction Rs. 10 lakh for each assembly constituency from MLALADS funds for maintenance of the community quarantine centres.
