Notify assistant professors recruitment as ST special recruitment: ATSUM

The All Tribal Student's Union Manipur pointed out that the Higher Education department reported that there were around 166 backlog/shortfall posts of Assistant Professors for STs.

All Tribal Student's Union Manipur on Sunday urged the state government to notify assistant professors recruitment as Scheduled Tribe (ST) special recruitment.

In a video release, ATSUM secretary Seiboi Haokip said that the state government had on June 5 decided to recruit 190 assistant professors in government colleges under Higher Education Department, Manipur through MPSC. Consequently, ATSUM appealed to the government to adhere to the agreed terms of the official interaction the union and the government of Manipur held on August 13, 2019, wherein the government agreed to fill up the ST backlog/shortfall vacancies of assistant professors.

ATSUM pointed out that the Higher Education department reported that there were around 166 backlog/shortfall posts of Assistant Professors for STs. “Process for filling up the ST backlog/shortfall posts along with financial involvement will be worked out by the higher education department and the same will be put up before the government/state cabinet for obtaining approval within one month time” said Haokip.

He mentioned that in consonance with the office memorandum of the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, Government of India, ATSUM had been persistently pursuing the state government to fill up the backlog/shortfall vacancies of Scheduled Tribes in various posts including assistant professors in government colleges since 2013.

Accordingly, the then state government issued a recruitment notice for filling up 280 numbers of assistant professors (including ST Backlog/shortfall vacancies) in government colleges through MPSC vide Advt. No. 15/2014 dated 15/11/2014. However, with the intervention of the High Court of Manipur, the Backlog/shortfall vacancies could not be filled as the recruitment notice for the same did not specify the backlog/shortfall vacancies of ST.

And as such, on September 17, 2017, an official meeting between ATSUM and state government agreed to notify for recruitment of assistant professors for filling up ST backlogs/shortfalls simultaneously with declaration of the aforementioned recruitment. However, the agreement could not be materialised thus far.

Therefore, considering the aspiration of the tribal populace and ATSUM demand for equal representation in public employment under Article 16 of India Constitution, the government of Manipur should materialise the agreed terms of filling up ST backlog/shortfall vacancies of assistant professors as transpired in the meeting dated August 13, 2019.
