The Manipur Human Rights Commission (MHRC) on Wednesday asked the chief secretary to show cause on why recommendation for introduction and study of four scripts (Meitei, Bengali, Hindi and English) from class 1 to 10 in the schools and educational institutes of Manipur should not be allowed.
The show-cause was sent following a petition filed by the Meitei Leimarol Art Performing Centre before the commission for recommendation for the introduction of the four scripts from class 1 to 10.
The petition was filed under Section 12(d) of the Protection of Human Rights Act 1993 for the enforcement of right to life including cultural life guaranteed by Articles 21 and 29 read with Articles 343, 345, 347 and 351 of the Indian Constitution and the Official Languages Act 1963 and the Manipur Official Language Act 1979 and National Education Policy 2020.
During the proceedings, the commission examined the complaint petition with the supporting documents and affidavits of the complainant.
After finding out that there is a prima facie case for investigation and further action, the commission questioned the chief secretary and asked to submit the reply on or before November 30, which is fixed as the next date of hearing.
