Assistant professor suspended for violating service rules with election speech

The higher and technical education department on Monday suspended an assistant professor of Lilong Haoreibi College for violating service rules and making allegations against a candidate in violation of Model Code of Conduct.

According to the suspension order issued by Commissioner of higher and technical education M Harekrishna, Assistant Professor Sidiqur Rahman attended a meeting held on October 21 at the residence of Y Antas Khan, a contesting candidate in the by-election for 30-Lilong Assembly constituency and delivered a speech making certain allegations related to public activities of Md Abdul Nasir, another contesting candidate of the same constituency.

It continued that the speech is in violation of Para 4.4.2(B)(iv) & (v) of Manual on Model Code of Conduct (For the guidance of Political parties and candidates) & other related guidelines, March, 2019.

“The Joint Chief Electoral Officer, Manipur has also intimated the Administrative Department of Higher and Technical Education, Manipur that Md Sidiqur Rahman has violated Rule 5(1) of the CCS (Conduct) Rules, 1964 and, as such, should be placed under suspension immediately and to initiate appropriate disciplinary proceedings against him at an early date,” it said.

It also stated that a Disciplinary Proceeding is being contemplated against Sidiqur Rahman for violating Rule 5(4) of CCs (Conduct) Rules, 1964 and Para 4.4.2(B)(iv) & (v) of Manual on Model Code of Conduct (For the guidance of Political parties and candidates) & other related guidelines, March, 2019.

While saying that Sidiqur was suspended in exercise of powers conferred under Sub-Rule (1) of Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, it ordered that during the period of suspension his Headquarter will be at the Directorate of University and Higher Education, Manipur and he will not leave his Headquarter without prior permission. He will get subsistence allowance as admissible under rules during his period of suspension, it added.
