Fourteen households of a locality in Wangoi Assembly constituency in Manipur where by-elections is set to be held is yet to be registered in the electoral roll of the constituency, a representative of Samurou Awang (Yanglem) Leikai informed the Manipur Human Rights Commission (MHRC).
As they are not registered, they are being denied their fumdamental rights, particularly right to vote, right to livelihood and socio-economic rights guaranteed under Article 21 and Article 38, the complaint said.
Representative, Yanglem Birendrakumar of Samurou Awang Leikai complained that since 1993 they have been staying in the village but they have not been given any benefits under the government welfare schemes such as the NFSA and others due to non-registration in the electoral roll of Wangoi assembly constituency.
“Since the last 30 years not only the right to vote at the parliamentary or assembly elections is denied but also the right to livelihood and socio-economic and political justice guaranteed by Article 21 read with Article 38 of Indian Constitution,” the complaint said and prayed MHRC to direct concerns to take appropriate steps at the earliest.
Accordingly, MHRC registered a case and held proceedings based on a petition on Tuesday. Following the proceedings, the MHRC directed Imphal West DC and Wangoi SDO to take steps for giving and extension of the benefits under government socio-economic and political welfare at the earliest, including the steps for the registration of the complainant and other members in the relevant electoral roll as per law so that they all may get the benefits.
MHRC asked concerned authority to submit their action taken report on or before November 6.
