Family of sexual exploitation victim seeks justice

Women police allegedly refused to register victim’s complaint

Amid the hue and cry for justice to a minor gangrape victim of Mayang Imphal who succumbed to her injuries caused by the attack on her, a 25-year-old girl was allegedly exploited sexually by a government employee for around 10 years only to be abandoned after giving false promise of marriage.

The family of the sexually exploited victim appealed to the Civil Voluntary Organisations (CVOs), women action groups, police and authorities to extend support to bring justice to the victim.

A maternal uncle of the victim, Thokpatlung Rongmei alleged that the girl was forced to have an illicit relationship by a government employee named Meipuipou Golmei, who is serving as an assistant engineer at PWD and presently staying at Langol Laimanai.

“She was studying class 10 when the accused forced her for illicit sexual relationship. After she completed her graduation, she approached the person to tie the knot for marriage. However, Meipuipou Golmei declined saying that he is interested in sex only and not in getting married to her,” he said. 

 “The said government employee had sexually exploited her since she was 15 years old after he promised of marrying her. He had used her as a ‘commodity’ for pleasure till she attains maturity,” the uncle lamented. 

He further alleged that the victim was also physically assaulted and harassed by the government employee for disclosing others about the illicit relationship. “Now, she is traumatised and is suffering from major depression disorder. She stopped attending her MA class as she is suffering from an acute mental disorder,” he said.

Meanwhile, the matter has been brought to the notice of the Manipur Human Rights Commission (MHRC) following a complaint case.

The MHRC took up the case and sent a notice to the officer-in-charge of the women police station, Imphal West but the notice was neglected. It is said that the personnel at the station asked the MHRC communicator to wait for their OC instead of receiving it through proper channels.

Later, the registry of MHRC had written to SP, Imphal West instructing him to direct the OC and duty officer to appear before the commission by 11 am on September 4. The OC of the women police station along with the duty personnel appeared before the commission and subsequently explained their position in connection with the case on September 4.

In the complainant’s letter to MHRC, it was stated that instead of cooperating with the victim girl, the women police station of Imphal West allegedly harassed her using several techniques and refused to officially received the complaint. 

MHRC has directed DGP, Manipur to submit a reply in the matter on or before September 24. The commission has also directed OC, Women Police Station, Imphal West to examine the complaint submitted by the victim and take necessary action including registration of the FIR within two days.
