Manipur extends total lockdown across state till August 31

The total lockdown in the state was extended as more and more people without any significant travel history were detected with COVID-19 infection.

In view of the increasing number of COVID-19 patients without any significant travel history being detected in the state daily, the Manipur government on Saturday ordered extension of total lockdown till August 31.

The lockdown extension order was issued by state chief secretary and chairman, State Executive Committee of the State Disaster Management Authority, Dr Rajesh Kumar after a review meeting held by Chief Minister N Biren Singh with his council of ministers in Imphal on Saturday.

However, supply and home delivery of essential commodities, collection, processing, distribution and sale of milk and milk products, movement of cargo and goods, health-related services, public utilities, agricultural and related activities, fisheries, animal husbandry, finance sector, commercial and private establishments and movement of emergency services are permitted.

The order also allows opening of central and state government offices, shops and establishment dealing with spare parts and tyres, MNREGA works and construction activities. Locality-based retails shops dealing with essential commodities like groceries for daily used vegetables, fruits, milk booths, poultry meat and fish will be opened in all districts from 8 am till 2 pm on all days, except Sundays.

Wholesale shops at Thangal bazar and Dharamshala will remain opened from 10 am to 3 pm on all days, except Sunday to cater to requirements of retailers of districts. All standalone shops selling construction material, hardware, electrical items, cement, etc located outside Paona Bazar, Thangal Bazar and Nagamapal areas are allowed to open from 8 am to 2 pm.

Retailers of Imphal West, Churachandpur, Pherzawl, Tamenglong and Noney districts can meet their requirements on Monday. Imphal East, Senapati, Kangpokpi, Ukhrul and Kamjong districts can get their requirements on Tuesday and Chandel, Tengnoupal, Thoubal, Bishnupur, Kakching and Jiribam districts on Wednesday.

On Thursday, retailers of  Imphal West , Churachandpur, Pherzawl, Tamenglong and Noney district can get their requirements from the whole sale shops whereas Imphal East, Senapati, Kangpokpi, Ukhrul, Kamjong districts can get their requirements on Friday. Chandel, Tengnoupal, Thoubal, Bishnupur, Kakching and Jiribam district retailers can get their requirements on Saturday.

Vehicles of the retailers are allowed to go to wholesale shops with permits/ passes issued by the district commissioner concerned.

On Mondays: Clothes, shoes, stationeries, sports, utensils, crockery, electrical, paint, mattress and carpets in Thangal bazar are allowed to open. In Paona bazar, luggage and bags, stationeries, jewelry, cosmetic and photo studios are allowed to open.

On Tuesdays: Aluminium construction materials, plywood, utensils, electronics computers, mobiles and weaving yarn in Thangal bazar and clothes(only eastern sides) weaving yarn, cycle, computer, glass, ply, mobile electronics and dry cleaners in Paona bazar are allowed to open on Tuesday.

On Wednesdays: Motor parts, tyres, batteries, hardware, sanitary fittings, tiles and marbles shops in Thangal Bazar and clothes (only western sides), shoes, sports, eye glasses shops in Paona bazar are allowed to open.

On Thursday: Clothes, shoes, stationeries, sports, utensils, crockery, electrical, paint, mattress and carpets shops in Thangal bazar and luggage and bag, stationeries, jewelry, cosmetic and photo shops will remain open.

For movement of Cargo and goods, all goods vehicles are allowed to cross the interstate border at Mao, Jiribam, and Jessami. Movement of all trucks and other carrier vehicles with two drivers and one helper, including empty trucks after delivery of goods or for pickup of goods are allowed.

Shops for truck repairs and dhabas on highways are allowed with social distancing. District commissioners may issue passes for persons and vehicles involved in transporting horticulture produce and perishables in consultation with the horticulture department representative in the district.

Health Related- Hospitals, nursing homes, clinics, dispensaries, chemists, pharmacies and all kinds of medicine shops, including Jan Aushadhi Kendras and medical equipment shops, medical laboratories, collection centres, veterinary hospitals, dispensaries, clinics and related pathological laboratories and sale and supply of vaccines are allowed to open.

Distribution of LPG through home delivery, postal services, including post office, telecommunication and internet services, operation of water, sanitation, power supply and waste ,management sectors, petrol pumps( only for essential services as modified by CAF and PD department aand airport and airlines are allowed to operate.

Farming operations in rural areas, agencies engaged in procurement of agricultural and horticultural produce, including farmers-producers companies are allowed to continue their services. Operation of fish farms, fish feed plants, operation of poultry farms and hatcheries, piggery and daily development and animal feed and manufacturing are also allowed to open.

Reserve Bank of India and its regulated financial market can function with minimal staff not exceeding 30 per cent of its existing staff. Bank branches and ATMs, business correspondents can function with minimal staff not exceeding 30 per cent of its existing staff. Life Insurance Corporation can function with minimal staff not exceeding 10 per cent of the existing staff.

Print and electronic media, courier services, private security services, food processing units, including manufacturing units in industrial estates, mineral water manufacturing and distribution, home delivery of food by restaurants and outlets are allowed to open. However, showrooms and servicing centres of vehicles are allowed to open from 9 am to 4 pm.

Private vehicles for emergency services, including medical and veterinary care and all exempted categories of employee attending work place are allowed to continue their work and services.

All central and state government dealing essential services will open and all officers of the rank of under-secretary and above in the secretariat shall attend office. In respect of other categories, 33 per cent of the staff will attend as decided by the administrative secretary or head of department. All officers categorised as group A will attend office in respect of other officers of the state government.

MNREGA works are allowed in rural areas with strict implementation of social distancing and facemask.  Construction activities of national projects, highways, railways, development works taken up by the government departments and also private construction works where labourers are available on site are allowed to continue their work.

SP Tyre and Threads, Pintu Motors, Delhi Motors, Raja Automobiles in bazar areas and Sova workshop in Khabam Lamkhai, Jati workshop in Chingmeirong,  Nanao workshop in Pheidinga, Deepak workshop in Luwangsangbam, Brojen workshop in Khabeishoi, Boy workshop in New Checkon and City sales (Indag tyre) in Mantripukhri are allowed to open from 8 am till 2 pm.
