Manipur government extends lockdown till August 15

The Manipur government on Thursday extended the prevailing lockdown in the entire state till August 15.

The Manipur government after a cabinet meeting on Thursday announced extension of complete lockdown in the entire state till August 15 or until further orders to contain the spread of COVID-19 infection in the state.

The deputy commissioners will issue orders imposing curfew in respective districts, stated the order issued by chief secretary Rajesh Kumar.

The activities permitted from Friday to August 15 are also announced in an annexure. It includes home delivery of essential commodities; collection, processing, distribution and sale of milks and milk products. Locally-based retail shops dealing with essential commodities like grocery for daily use, vegetables, fruits, milk booths, poultry meat and fish will be opened in all districts from 8 am to 12 noon on all days except Sundays, it stated.

Wholesale shops in Thangal Bazaar and Dharamshala will open from 10 am to 3 pm on all days except Sunday to cater to requirements of retailers of districts.

Mondays - Wholesale shops will cater to retailers of Imphal West, Churachandpur, Pherzawl, Tamenglong and Noney;

Tuesdays - Imphal East, Senapati, Kangpokpi, Ukhrul and Kamjong;

Wednesdays - Chandel, Tengnoupal, Thoubal, Bishnupur, Kakching and Jiribam;

Thursdays -  Imphal West, Churachandpur, Pherzawl, Tamenglong and Noney;

Fridays - Imphal East, Senapati, Kangpokpi, Ukhrul and Kamjong;

Saturdays - Chandel, Tengnoupal, Thoubal, Bishnupur, Kakching and Jiribam.

Vehicles of retailers will be allowed to go to wholesale shops with permits/ passes issued by the district DC concerned, it stated.

For movement of cargo and goods, all goods vehicles are allowed to cross the interstate border at Mao, Jiribam and Jessami.

Movements of all trucks and other carrier vehicles with two drivers and one helper, including empty trucks after delivery of goods or for pickup of goods are allowed.

Shops for truck repairs and dhabas on highways are allowed with social distancing prescribed, it stated.

Hospitals, clinics, all chemists, pharmacists, etc. will remain opened.

Under public utilities, distribution of LPGs through home delivery, postal services, including post office, petrol pumps (only for essential services as notified by CAF & PD) department shall function.

For agriculture and related activities, farming operations by farmers and farm workers in fields in rural areas, agencies engagement in procurement of agricultural and horticultural produce, including farmer producer companies shall be allowed to function. Activities such as fisheries and animal husbandry are also permitted.

At the finance sector, the Reserve Bank of India and RBI regulated financial markets, including Bank branches, ATMS etc. will function with minimal staff not exceeding 30 per cent of the existing staff.

All central and state government offices dealing with services will be opened. All officers of the rank of undersecretary and above in the secretariat are to attend, and in respect of other categories, 10 per cent of the staff will attend as decided by the administrative secretary, head of the department.

Selected shops and establishments with spare parts and tyres are allowed to open from 7 am to 2 pm to meet the requirements of good trucks.
