Manipur imposed total curfew in Imphal till May 31, issues fresh SOP

All domestic and international air travel of passengers will be prohibited except for domestic medical services, domestic air ambulance and for security purposes or purposes permitted by ministry of Home Affairs.

The Manipur government on Monday announced at total curfew in Imphal City and all other district headquarters with immediate effect till May 31. In respect of all other areas, the curfew shall be enforced from 6 pm to 6 am.

A fresh Standard Operating Procedure (SOP) has been issued for social distancing at offices, workplace, factories and establishments.

As per the SOP, "All areas in the premises including specific areas shall be disinfected completely using user friendly disinfected mediums. For workers coming from outside, special transportation facility will be arranged without any dependency on the public transport system. These vehicles should be allowed to work only with 30-40 per cent passenger capacity," it said.

All vehicles and machinery entering the premises should be disinfected by spray mandatorily. Mandatory thermal screening of everyone entering and exiting the work place will be done. Medical insurance of the workers are to be made mandatory. Work places shall have a gap of one hour between shifts and will stagger the lunch breaks of staff to ensure social distancing. Large gatherings of more than 10 persons are to be discouraged.  Seating of at least 6 feet away from others on job sites and in gatherings, meetings and training sessions are to be arranged.

An order issued by the chief secretary stated that all domestic and international air travel of passengers will be prohibited except for domestic medical services, domestic air ambulance and for security purposes or purposes permitted by ministry of Home Affairs.

Schools, colleges, educational, training, coaching institutions etc. will remain closed. Online distance learning shall continue to be permitted and shall be encouraged.

Hotels, restaurants and hospitality services except those meant for housing health/ police/ government officials/ healthcare workers/ stranded persons including tourists shall remained closed. All cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, theatres, bars, and auditorium, assembly halls and similar places shall remain closed.

All social, political, sports, entertainment, academic, cultural, religious functions, other gatherings and large congregations are prohibited. All religious places, places of worship shall be closed for public.  Religious congregation are strictly prohibited.   

However, home delivery of essential commodities is allowed. Locality based retailed shops dealing with essential commodities like groceries for daily use, vegetables, fruits, poultry meat and fish will be opened in all districts from 6 am to 2 pm on all days except Sunday.

Social distancing shall be maintained by all and masks shall by compulsory put on by any person visiting public place. Wholesale markets in Imphal shall be opened on all days except Sunday from 6 am to 2 pm for selling to retail shops as per permit issued by deputy commissioners.

All good vehicles are allowed to cross interstate border at Mao, Jiribam and Jessami. Movement of all trucks and other carrier vehicles with two drivers and one helper including empty trucks after delivery of goods of for pick up of goods are allowed.

All drivers and helpers of the trucks who enter the state from outside the state shall mandatorily follow the standard operating procedure already notified by the state government vide office memorandum  No. 9/6(1)/2020 dated 07/04/20, 08/04/20 and other instructions issued by the Health and Transport dept. Any person visiting their homes, shall remain under Home quarantine as per the advice of Health department.

Shops for truck repairs and dhabas on highways are allowed with social distancing prescribed.

For health related activities, hospitals, nursing homes, clinics and dispensaries shall be allowed.

All chemists, pharmacist and all kinds of medicine shops including Jan Aushshodi Kendras and Medical equipment shops shall be allowed. Medical laboratories and collection centres will be opened. Veterinary hospitals, dispensaries, clinics and related pathological laboratories and sale and supply of vaccines are allowed.

Public utilities such as distribution of LPGs through home delivery, postal services including post office, telecommunication and internet services, operating of water, sensitisation and waste management sectors, petrol pumps as per the notification of CAF&PD department.
