Student bodies reaffirm stand on native chief secretary

A joint statement issued by the three students union on Wednesday stated that they had signed a Memorandum of Understanding with the government of Manipur in the presence of the chief minister and his cabinet colleagues on June 9, 2018 with the assurance that native officers will be given preference in the appointment of the chief secretary in the future.

Reiterating its stance on the appointment of an indigenous IAS to the post of the chief secretary, All Tribal Students’ Union Manipur (ATSUM), Democratic Students’ Alliance of Manipur (DESAM) and AIMS warns that any attempt on the part of the state government to subvert the collective desire of the people will be opposed tooth and nail.

A joint statement issued by the three students union on Wednesday stated that they had signed a Memorandum of Understanding with the government of Manipur in the presence of the chief minister and his cabinet colleagues on June 9, 2018 with the assurance that native officers will be given preference in the appointment of the chief secretary in the future.

The release stated that the chief secretary post will be vacant on July 31 and Manipur cannot afford to have a chief secretary who is bereft of the people’s blessing and elected representatives but whose loyalty is somewhere else.

The release further stated that appointment of a chief secretary is the chief minister’s prerogative which should also be done in harmony with the people’s wishes and sentiments and not because of the pressure from New Delhi and Nagpur.

If all important political and administrative posts should commence from Delhi or somewhere else and if that is going to the trend of Manipur’s governance, the state is surely heading for trouble, the release stated.

The student bodies also questioned the government's intention to import a non-native officer when the state has capable officers who have detailed knowledge of Manipur.

The people of Manipur cannot afford to have another ‘Robert Clive’ who is being fulminated by Indian historians for his insensitivity towards the people of Bengal during the nascent stages of Indian colonialism but who also sailed away with enormous amounts of ill-gotten loots to London after his superannuation, the release added.
